You will serve as a Supervisory Project Planner - PDC3-CONUS, in the Planning Design & Construction Directorate of Naval Facilities Engineering Systems Command (NAVFAC) Mid-Atlantic. These positions may be filled by NAVFAC employees at any of the locations shown above.Qualifications:Selective Placement Factor (SPF): This position has an SPF which is CURRENT registration as a Professional Engineer (PE) for the 0801 series, Registered Architect (RA) for the 0808 series or for a Community Planner (0020), certification as an American Institute of Certified Planner (AICP) accreditation via the American Planning Association (APA). You MUST provide a copy of your current registration with your application. NOTE: A copy of a wall certificate that does not show your current registration status will not serve to verify this requirement.
In addition to the SPF and Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the (GS-12) or pay band in the federal service or equivalent experience in the private or public sector performing the following duties: 1) Applying planning criteria to execute and/or oversee Shore Infrastructure Planning to include regional, installation and area development plans; 2) Executing project planning documents, such as Military Construction (MILCON) and special project planning documentation (DD Form 1391), Basic Facility Requirements (BFRs), Asset Evaluations (AEs), Facility Planning Documents, (FPDs), and economic analyses; and 3) Providing technical references, guidance, training, and mentorship to colleagues and Public Works Department (PWD) staff. FOR THE 0020 COMMUNITY PLANNING SERIES:
Successful completion of a community planning degree; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance
OR
Have a combination of education and experience where I have successfully completed a community planning degree, or a degree in a related discipline such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration and have one (1) year of work experience in community planning acquired under the supervision and guidance of a community planner
OR
Combination of education and experience: courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.
FOR THE 0801 ENGINEERING SERIES:
Professional engineering degree. The program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. Completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
FOR THE 0808 ARCHITECT SERIES:
Successful completion of a bachelor's or higher degree in architecture
OR
Bachelor's or higher degree in a field related to architecture that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems
OR
Combination of college education, training, and/or technical experience that furnished (1) thorough knowledge of the arts and sciences underlying professional architecture, and (2) a understanding of theoretical and practical architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. Your degree in either architecture or architectural engineering covers function, esthetics, site, structure, economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities OR you lack a degree in architecture, but you have 1 year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture that demonstrates that you have acquired a thorough knowledge of the fundamental principles and theories of professional architecture.
