About The Role
The Bureau of School Health is seeking a full stack developer to develop and support data exchange initiatives with external clinical partners. The development will be from the ground up and the developer will be a member of the MIS team. This role involves collaborating with the project manager, peer developers, database administrator, and data analyst to develop data exchange solutions and will entail monitoring data collection, support program evaluation, and assisting with reporting.
About the Program
The Office of School Health MIS unit maintains student clinical records in an electronic health record system to support the work of 1,200 school nurses and Asthma case managers in caring for 1M New York Public School Students. As part of the support initiatives, DOHMH is partnering with the Department of Transportation as part of congestion planning, to improve outcomes of students having Asthma. A data exchange system with external clinical systems such as Health and Hospitals and Private NYC hospitals on student Asthma clinical data will improve student care.
Responsibilities
  • Create data processes to map external received data to internal system.
  • Create job schedules on bi-directional data exchanges.
  • Work with multiple external data partners to implement shared or custom data exchange solutions.
  • Create application view for nurse users to view received data
  • Implement a variety of data exchange solutions such as restful API or sFTP transfers.
  • Monitor data quality and work closely with program staff to refine data collection.
  • Contributes to the planning, development, and implementation of program evaluation and research activities.
  • Assist in documenting the system specifications and topology with the project manager.
  • Collaborate with project manager and Database administrator to Data architect systems.
  • Collaborate with external technical units and troubleshoot technical solutions.
  • Other duties as assigned to support the overall goals and mission of the department/ organization.

Requirements
  • Bachelor`s Degree in Computer Science, Data Science, Information Systems or a related field preferred.
  • Experience with full stack development
  • Prefer 3+ years of experience with DOT.NET C# and Visual Studio
  • Prefer 3+ years of experience working with SQL server, SSIS, Stored Procedures
  • Experience with Restful API and web protocols.
  • Strong preference for experience working with HL7, FHIR or data exchange protocols.
  • Strong analytical skills and experience working with health-related data systems.
  • Other data processing languages such as Python is a plus.
  • Proficiency in Microsoft Office Suite (Excel, Word).
  • Strong written and verbal communication skills on specifications, business rules and project related communication.
  • Ability to work both independently and collaboratively in a fast-paced environment.
