Job description

Description Come join the City of Lynchburg's Information Technology Team. The City of Lynchburg has a strong history of using technology to enhance City operations and services to the community. Since 2004, the Center for Digital Government's Digital Cities Survey has consistently ranked Lynchburg among the Top 7 cities nationally in its population category for the strategic and effective use of information technology.

The City of Lynchburg is seeking an Application Development Analyst II to support the development, implementation, integration, and maintenance of enterprise and departmental applications. This position works with departments to understand business needs, analyze processes, develop technical solutions, and support the effective operation of City applications and systems. The ideal candidate will have experience with application development and business systems support, including Microsoft Visual Studio, Visual Basic, C#, ASP.NET, and Microsoft SQL Server

Experience with application integrations, data analysis, reporting, and enterprise software systems is also beneficial. This position may be eligible for hybrid remote work opportunities after six months and the successful completion of the department's required in-person orientation and training. Essential Duties ESSENTIAL DUTIES AND RESPONSIBILITIES The essential duties and responsibilities of this position include the following.

Other duties may be assigned as necessary to support the department and provide direct or indirect service to the citizens of Lynchburg. Works with users to design processes and solutions that address business needs. Analyzes departmental procedures and problem areas and participate in feasibility studies for the potential application of information systems.

Designs complex programming solutions to meet customer and organizational needs. Develop complex new applications and solutions and modifies existing solutions in accordance with design requirements. Tests new and modified code for compliance.

Participates in the installation, configuration, implementation, operation, and maintenance of purchased software packages. Coordinates minor releases and updates for internally developed and third-party software applications. Performs data analysis and data migrations.

Serves as a point of contact with third-party software vendors for application support and enhancements. Develops, documents and maintains procedures for the efficient operation of application software. Meets with user representatives to identify and discuss operational issues, system developments, and existing or potential technology solutions.

Design, Develops, and implements integrations and interface between applications and systems. ADDITIONAL DUTIES AND RESPONSIBILITIES Performs other duties as assigned to provide direct or indirect service to the citizens of Lynchburg. When unusual situations occur and/or the City Manager declares a State of Emergency, all City employees may be required to accept special assignments and perform as needed to ensure appropriate service delivery SUPERVISORY RESPONSIBILITIES This job has no supervisory responsibilities.

Minimum Education and Experience Required QUALIFICATIONS To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skills, abilities, education, and experience required for the position. EDUCATION AND/OR EXPERIENCE Bachelor's degree in computer science, business management information systems or a related field. At least two years of related experience performing business analysis and systems support for enterprise and departmental applications. An equivalent combination of education and experience that demonstrates the required knowledge, skills, and abilities may be considered.

KNOWLEDGE. SKILLS, AND ABILITIES Proficiency in Microsoft Word and Excel. Experience with Microsoft Visual Studio, Visual Basic, C#, ASP.NET (Web Forms and MVC), and Microsoft SQL Server is preferred Experience with SharePoint, Power Automate, Power BI, Windows Server Administration, SQL Server Administration, Financial, HR, Work Management Systems and ESRI a plus

Additional Requirements Possession of valid driver's license issued by the Commonwealth of Virginia and acceptable driving record according to City criteria. View Driving Criteria here. Must successfully complete IS100 and IS700 National Incident Management (NIMS) training within 90 days of employment.

May also be required to complete higher levels of NIMS training as determined appropriate for the position.
