Job description

The Applications Analyst II provides hands-on operational support for the Arkansas Data Hub, focusing on customer onboarding, training, and day-to-day platform operations. Under the direction of the Applications Coordinator, this role helps departments adopt Data Hub services by guiding users through onboarding processes, assisting with data cataloging activities, and delivering training on Data Hub tools and workflows.
Daily responsibilities include supporting data-sharing integrations, ETL/ELT workflows, event-streaming processes, data virtualization components, and business-continuity activities that keep Data Hub operations running smoothly. The analyst assists with monitoring data workflows, integrations, and user onboarding progress and provides first-level troubleshooting for user and workflow issues, escalating more complex problems with clear context to the Applications Coordinator or technical teams.
This role regularly interacts with customers and must be able to communicate technical information clearly and effectively to users with varying levels of technical experience. The position plays a key role in helping customers navigate the Data Hub ecosystem and in maintaining consistent operational delivery across statewide data-sharing services.
Preferred qualifications, specific skills, and/or professional background
  • Experience with data-sharing or integration tools (APIs, ETL/ELT, event streaming, data virtualization, or cataloging).
  • Experience with enterprise data platforms or data-fabric environments.
  • Experience with IBM CloudPak for Data or similar tools is a plus.
  • Ability to learn complex systems quickly and interpret technical documentation.
  • Experience supporting users through onboarding, training, or troubleshooting.
  • Ability to follow SOPs and structured operational processes.
  • Strong communication skills with the ability to explain technical concepts clearly.

The Applications Analyst II is responsible for analyzing, implementing, and maintaining software applications that support an agency's or organization's business processes and operations. By bridging the gap between business needs and technical solutions, the Applications Analyst II collaborates with developers and information technology teams in an attempt to ensure applications are functional, efficient, and aligned with organizational goals. This role demands strong analytical skills, a deep understanding of business processes, and the technical expertise to troubleshoot and resolve application-related issues.
Primary Responsibilities
Evaluate business requirements and translate them into functional specifications for applications.Analyze existing applications to identify areas for improvement, optimization, or replacement.Coordinate with agencies to gather requirements, address concerns, and provide updates.Test and validate applications to ensure proper functionality and alignment with business needs.Develop and document processes, user guides, and training materials for end-users.Troubleshoot and resolve application-related issues to maintain system reliability.Support the integration of new applications or updates into existing systems.Monitor application performance and implement solutions to enhance efficiency.Collaborate with information technology teams and vendors to deploy and maintain software solutions.Stay current with emerging technologies and industry trends to recommend innovative solutions.
