MassMEP's APEX Accelerator Team is looking for a Procurement Specialist to join our APEX Accelerator Program โ€” helping Massachusetts businesses navigate and succeed in government contracting.

This role is 32-hours with a hybrid/remote work schedule.

Principal Duties and Responsibilities


The APEX Procurement Specialist, reporting directly to the APEX Accelerator Program Manager, is responsible for managing a portfolio of business, assisting clients in researching potential government contracting and subcontracting opportunities, providing individualized technical assistance, and proactively connecting clients to contracting opportunities in accordance with published guidelines of DoD and MassMEP.

Essential Tasks

  • Provide one-on-one advising to clients on navigating the full lifecycle of government procurement.
  • Decipher complex federal and state regulations to assist businesses with compliance and readiness.
  • Guide clients through certification processes (e.g., WOSB, SDVOSB, HUBZone) and strategic planning for government market entry.
  • Maintain accurate client records and reporting data in CRM or designated systems.
  • Support clients in preparing and responding to RFPs, RFQs, and IFBs, including proposal review and bid strategy.
  • Conduct contract award searches and maintain ongoing client engagement and follow-up.
  • Ensure compliance with federal and state regulations, with emphasis on cybersecurity, innovation, and program metrics.
  • As requested, represent the program at trade shows, conferences, and networking events to promote services and build visibility.
  • Collaborate with the team to plan, coordinate, and deliver client training sessions, seminars, and educational events tailored to procurement topics.
  • Stay current on procurement regulations, trends, and professional development opportunities (e.g., DAU courses).
  • Collaborate with other specialists across the region or state to share best practices and coordinate services.
  • When appropriate, engage MassMEP team in assisting manufacturing clients with preparedness needs.


Requirements:

Required Qualifications:

  • Bachelorโ€™s degree in business management or closely related field
  • 2 Yearsโ€™ Experience in government procurement/contracting
  • Proficient Microsoft Office applications
  • Experience in leading and managing complex projects, ensuring timely outcomes.
  • Must be able to manage and prioritize multiple tasks while maintaining performance standards

Preferred Qualifications

  • Certified Procurement Professional (CPP) with NAPEX, NCMAโ€™s CFCM, CPCM or CCMA, FAC-C or FAC-COR
  • 2 Yearsโ€™ Experience as APEX Accelerator advisor, Program Coordinator, or management role.
  • Bi-lingual Spanish

Physical Requirements

  • Ability to move through areas as required in an office environment
  • Some moving of objects and materials of light weight (5-10 lbs)
  • Most duties are performed in office environment, occasionally there will be requirement to attend off site events or visit clients.

Travel

  • Occasional travel within the state required
  • Attendance at out-of-state events/conferences may be required.
