Job description

The Position Animal Services Representative (Part-Time) Hourly Rate: $24.76- $32.19 Placement within this range is dependent on qualifications, experience, and ultimately established by the ARC Board of Directors. The ARC Executive Director of Animal Services will serve as the ultimate hiring authority. The ARC is not employed by the City of Ontario nor any other agency members

The successful candidate will be an at-will employee of the Animal Resource Center of the Inland Empire and ultimately they will be appointed by and serve under the ARC Executive Director of Animal Services. This current vacancy is for part-time only and the eligibility list may be used for any full-time and part-time vacancies in the future. The Animal Resource Center of the Inland Empire is seeking skilled, compassionate, and experienced individuals to join the organization to be a part of a collaborative environment where your skills can make a difference. The Animal Services Representative will be providing a variety of specialized clerical services for the Department of Animal Services.

Areas of assignment may include, but are not limited to, animal licensing, front counter operations, clinic programs, or phone center operations. Under general supervision, the Animal Services Representative performs advanced customer service and administrative support work at the Animal Services Center. This role requires independent judgement and knowledge of animal services and office support procedures to handle specialized tasks and public inquires.

Skilled in conflict resolution and handling sensitive situations The ability to work collaboratively with the public and ARC team members. The following procedures will apply: The Eligibility List will consist of both internal and external applicants who meet the qualifications and successfully complete any required selection processes. The hiring department has the discretion to consider internal applicants on the Eligibility List prior to considering external candidates on the Eligibility List.

The Animal Resource Center of the Inland Empire serves the right, if necessary, to accept only the first one hundred (100) applications from applicants that meet the qualification guidelines below. Completed applications will be reviewed and only qualified applicants whose qualifications best meet or exceed the requirements of the position and needs of ARC will be invited to participate further in the selection process. Animal Resource of the Inland Empire Agency On July 16, 2024, the Animal Resource Center of the Inland Empire (ARC) was established through a Joint Power Authority (JPA) Agreement with the member agencies being the cities of Chino, Montclair, Ontario and the County of San Bernardino for the west end unincorporated areas.

ARC will be a full-service animal services agency providing both animal control and sheltering services to the member agencies, and will become operational on July 1, 2025. ARC is lead through a Board of Directors which is comprised of an elected official from each of the member agencies. In December 2024, the Board of Director appointed Clinton Thacker to be the inaugural Executive Director of the Agency where he brings over 20 years of public animal services experience including animal control, sheltering, and even has built and opened a new animal services facility.

The Animal Resource Center of the Inland Empire has 35 full-time equivalent positions through three divisions of field, sheltering, and administrative. The service area for our agency is 95 square miles. For more information, click here to learn more about ARC.

Examples of Essential Functions The essential functions typically performed by the Animal Services Representative include, but are not limited to, the following: Provides courteous, high-quality service to members of the public and volunteers by personally responding to requests for service or making appropriate referrals. Plans, organizes, and carries out administrative assignments and special projects. Performs a variety of office administrative duties including front counter customer service and answering phone calls.

Maintains daily revenue reports, reviews utility readings and make adjustments as necessary. Processes animal licenses and fees, issues receipts, and accounts for funds received. Designs and/or revises office forms; maintains complex filing systems for keeping track of animal licensing information, pet adoptions, clinic services, or other animal service transactions.

Welcomes customers, determines the reason for visits, and directs customers appropriately. Assists customers and completes animal related processes in resolving animal related issues (i.e. impounds, relinquishments, euthanasia, adoptions, license renewals, trap rentals etc.)

Processes animal adoptions and returns of animals to owners; processes animal impounds from the public. Schedules appointments for Animal Center services and programs such as adoptions, fosters, spay or neuter services, owner requested euthanasia, pet disposal, etc. Prepares mail for keying by opening, screening, and coding; prints, processes, and mails license certifications, renewals, delinquents and tags, reconciles veterinary logs.

Reviews a variety of reports, forms, transactions, and records for accuracy, completeness, and compliance with applicable ordinances. Maintains office supply inventory, orders supplies. Operates office equipment such as a personal computer, telephone, copy machines, and two-way radios.

Performs other duties as assigned. Qualification Guidelines Education High school diploma or recognized equivalent. Experience One (1) year of customer service experience working in a high-volume call center, reception, or customer service setting.

Licenses Valid Class C California driver's license at time of appointment. Acceptable driving record at the time of appointment and throughout employment. Desirable Experience in a public agency, animal shelter or center is highly desirable.
