Join us as a Disability Analyst 2 or as a Disability Analyst 1 underfill and make a meaningful impact serving Oregonians in need of critical financial and medical assistance. In this advanced role, you will independently manage a caseload-including court-mandated cases and specialized workloads-while analyzing complex medical and legal evidence to render accurate, timely, and defensible disability determinations. You will apply laws, regulations, and policy to complex and non-routine cases and serve as a trusted resource to staff on sensitive or challenging claims. This position may be underfilled by a candidate who meets the Disability Analyst 1 minimum qualifications and is able to meet the Disability Analyst 2 minimum qualifications within 36 months.
SUMMARY OF DUTIES
In this position, you will assist eligible adults in successfully seeking Supplemental Security Income (SSI) and/or Social Security Disability Insurance (SSDI) benefits from the Social Security Administration (SSA). In the State Family Pre-SSI/SSDI (SFPSS) and General Assistance (GA) programs, this assistance includes a state funded grant payment while the adult participates in the application and appeal process for SSI/SSDI. The Collaborative Disability Determination Unit (CDDU) Disability Analyst will determine client eligibility for these programs, which is either a voluntary alternative to TANF assistance or an addition to Medicaid coverage. The Disability Analyst will help facilitate the SSI/SSDI application and benefit appeal process for those eligible adults. In SFPSS and GA programs, the eligible adult must sign an interim assistance agreement.
As a Disability Analyst, you will:
Determine eligibility for the State Family Pre-SSI/SSDI (SFPSS), General Assistance (GA), and Presumptive Medicaid Disability Determination Team (PMDDT) Disability Benefit Liaison (DBL) programs by using criteria developed by the State of Oregon and Social Security Administration (SSA). Researches, interprets, and applies complex technical procedures resident in the SSA Program, SSA laws, rules and regulations. Provides case development advice and direction; directs purchase of consultative medical examinations; and advises staff on preparation of statements and other written assessments to document claims.
Prepare, in partnership with the client, application for Social Security or other benefits as appropriate. This includes writing and filing appeals/requests for reconsideration on all clients denied benefits, if appropriate.
Order, obtain, analyze, and evaluate medical, psychological, social, vocational, and other pertinent data as part of the eligibility determination process. Consult with mental health specialists, Disability Determination Services (DDS) specialists, vocational rehabilitation specialist, vocational nurses, and medical professionals to determine disability and make appropriate referral for services.
Review disability claims processed by other Disability Analysts to determine/re-determine eligibility with consideration of all the case information and the need to obtain additional supporting documentation.
Participates in medical determination team meetings, which may discuss eligibility for the SFPSS program.
Carry a specialized caseload of individuals applying for SSI.
WORKING CONDITIONS:
The central work location is in the office in Salem, Oregon. There is the potential to transition to a long-term, remote work, which may involve a hybrid in-office and remote-work setting. The new hire will work regular business hours of 8:00 A.M. to 5:00 P.M., Monday - Friday during the training period (3 to 6 months). An alternative schedule may be negotiated after training period.
Constant exposure to a high-volume workload, demanding a high level of accuracy with short deadlines, affecting a vulnerable client population in need of monetary and medical assistance.
Daily contact with claimants over the phone and occasionally in person; who may have complex medical issues, mental health impairments, substance use disorders, intellectual disabilities, or traumatic brain injuries.
Frequent changes are made in policy and procedures, which affects the way work is done.
This environment requires constant use of a computer with ongoing changes to applications, which affects the way work is done.
Adjudication of occasional paper claims may require lifting files that may weigh up to 20 pounds. Processing of most paper claims requires in-office work.
Travel may be required for occasional offsite meetings and training conferences.
MINIMUM QUALIFICATIONS - Disability Analyst 1 - underfill option
1) A bachelor's degree in medicine, psychology, nursing, pharmacy, rehabilitation Counseling, vocational rehabilitation or a closely related field OR
2) Three years of responsible, pertinent experience that provided a knowledge of human anatomy and physiology, physical and mental impairments, how the impairments affect work performance and the treatment prognosis and duration for mental and physical impairments (e.g., Military Corpsman, Nurse, Psychiatric Aide, Medical Assistant, Bodily Injury Claims Adjudication, Industrial Therapist, etc.), OR
3) An equivalent combination of experience and education that would typically lead to the required knowledge and skills.
MINIMUM QUALIFICATIONS - Disability Analyst 2
1) Three years of experience compiling and analyzing facts to determine eligibility requirements in compliance with program guidelines and regulations, two of the three years must include evaluating applicants for Social Security Disability Insurance and Supplemental Security Income program benefits; AND a bachelor's degree in medicine, psychology, nursing, pharmacy, rehabilitation Counseling, vocational rehabilitation or a closely related field; OR
2) Three years of responsible, pertinent experience which provided a knowledge of human anatomy and physiology, physical and mental impairments, how the impairments affect work performance and the treatment, prognosis and duration for physical and mental impairments (e.g., Military Corpsman, Nurse, Psychiatric Aide, Medical Assistant, Bodily Injury Claims Adjudication, Industrial Therapist, etc.). OR
3) Six years of progressively related professional-level experience, training, and education that would typically lead to the required knowledge and skills. Two of the six years must include evaluating applicants for Social Security Disability Insurance and Supplemental Security Income program benefits.
