Program Analyst – Mid-Level

Position Summary

The Program Analyst – Mid-Level will support DOI acquisition, financial-assistance, operational-improvement, and mission-support initiatives. The individual will develop implementation and project plans, analyze program performance, evaluate policy and compliance impacts, and provide recommendations to improve program execution.

Key Responsibilities

  • Support the planning, administration, and execution of complex acquisition and financial-assistance initiatives.
  • Develop implementation plans, project plans, schedules, process documentation, status reports, and decision-support materials.
  • Analyze program operations, performance information, workflows, compliance requirements, and organizational needs.
  • Identify operational inefficiencies, compliance concerns, process gaps, and emerging risks and recommend corrective actions.
  • Assist in developing and implementing policies, procedures, guidance, templates, and standardized processes.
  • Research changes to governing policies and regulations and evaluate their potential effects on programs and operations.
  • Track project milestones, actions, deliverables, dependencies, risks, and decisions.
  • Prepare briefings, presentations, analyses, meeting materials, and executive-level summaries.
  • Facilitate meetings, stakeholder discussions, interviews, and project workshops.
  • Advise Government personnel on program activities and communicate project status, issues, and recommended solutions.
  • Support grants-management, acquisition-support, modernization, and efficiency-improvement projects as assigned.
  • Maintain accurate project records and ensure deliverables are complete, timely, and clearly documented.

Minimum Qualifications

  • Bachelor’s degree.
  • At least six years of relevant program analysis, project analysis, acquisition, financial assistance, management consulting, or federal program-support experience.
  • Experience developing and executing project or implementation plans.
  • Demonstrated ability to analyze operations, regulations, compliance issues, and program data.
  • Strong writing, briefing, facilitation, stakeholder-engagement, and problem-solving skills.
  • Ability to manage multiple complex assignments with limited supervision.
  • Ability to obtain the required DOI suitability determination and credential.
