This position will remain open until filled.
Job Summary:
This position will oversee the tracking and maintenance of the managed care contracts and/or AHCCCS Contractor Operations Manual (ACOM), and AHCCCS Medical Policy Manual (AMPM). Providing support to the Contracts and Policy Administrator and two Assistant Directors within the division, researching complex and/or participating on special work groups and coordinating the efforts of numerous staff across multiple divisions.
Major duties and responsibilities include but are not limited to:
โ€ข Lead the drafting, revisions, and maintenance of policy language, ensuring consistency with agency goals, legislative mandates, and regulatory requirements. Conduct in-depth reviews of contract and policy changes, assessing their impact on agency operations and ensuring alignment with overarching agency objectives. Work closely with executive leadership, legal, and various program managers to ensure all policy provisions reflect agency priorities and stakeholder needs.
โ€ข Lead the drafting, revisions, and maintenance of contract language, ensuring consistency with agency goals, legislative mandates, and regulatory requirements. Conduct in-depth reviews of contract and policy changes, assessing their impact on agency operations and ensuring alignment with overarching agency objectives. Work closely with executive leadership, legal, and various program managers to ensure all contract provisions reflect agency priorities and stakeholder needs. Organize and ensure accuracy for all Contract Amendments and Renewals.
โ€ข Monitor and track to provide a clear understanding related to the revision process through an overarching tracking system that provides at the minute understanding of where documents are in the development/revision process.
โ€ข Ensure that the Agency is meeting CMS requirements related to the Managed Care Contracts. Ensure that language is accurate and aligned reflecting clear expectations for the Contractor Chart of Deliverables. Collect all the required documentation for the Centers for Medicare and Medicaid Services (CMS) to submit for approval of new and renewal contracts within established timeframes.
โ€ข Manage ad hoc administrative projects that may involve researching laws, statutes, rules or other federal, state or local guidance and making recommendations and/or providing feedback based on that research.
Knowledge, Skills & Abilities (KSAs):
Knowledge:
โ€ข Requires an extensive knowledge of technical writing, editing, and proofreading of policy development and distribution processes
โ€ข Must possess a thorough understanding of policies across multiple functional areas within the agency
โ€ข Medicaid managed care program and managed care principles
โ€ข Researching Federal healthcare regulations, Arizona state statutes and administrative codes, AHCCCS policy documents and applicable Division documents and related integrated healthcare guidance
โ€ข Project management and communication principles
โ€ข Computer software (e.g. sharepoint, Microsoft word, spreadsheets and databases)
Skills:
โ€ข Requires technical writing, editing, and proofreading
โ€ข Must possess organizational skills to manage multiple projects simultaneously, and the ability to prioritize projects and manage competing deadlines to ensure successful project completion
โ€ข Oral presentations and regulatory research
Abilities:
โ€ข Synthesize and consolidate technical information into clear and concisely written guidance documents
โ€ข Work cooperatively with others across agency divisions as needed
โ€ข Provide guidance to other unit or division staff across the agency as needed

Qualifications:
Minimum:
โ€ข 1-2 years experience in a regulatory environment & experience with Medicaid managed care contracting.
Preferred:
โ€ข Bachelor's degree in a related field and/or direct experience (2-4 years) in a healthcare environment.

โ€ข Successfully pass fingerprint background check, prior employment verifications and reference checks; employment is contingent upon completion of the above-mentioned process and the agency's ability to reasonably accommodate any restrictions.
โ€ข Travel may be required for State business. Employees who drive on state business must complete any required driver training (see Arizona Administrative Code R2-10-207.12.)
