Grey Parrot Systems (GPARROT) is hiring an experienced Lead IT Business Analyst with deep utilities industry expertise and strong Azure DevOps proficiency to lead requirements gathering, analysis, and delivery coordination across complex enterprise technology programs.

About the Role

This is a lead-level IT Business Analyst role for a seasoned BA who combines deep utilities industry knowledge with strong technical acumen and Azure DevOps delivery experience. You will own requirements elicitation, documentation, and stakeholder alignment across complex utility enterprise programs — bridging the gap between business operations and technology teams while managing work items, user stories, and delivery tracking in Azure DevOps. If you have 8+ years of IT BA experience with proven utilities industry depth and Azure DevOps hands-on expertise — we want to hear from you.


Must-Have Skills

  • 8+ years of IT Business Analyst experience — lead or senior level
  • Deep utilities industry experience — electric, gas, water, or multi-commodity utility operations, billing, asset management, or customer service programs
  • Strong hands-on Azure DevOps experience — managing backlogs, user stories, epics, work items, sprints, and delivery tracking
  • Strong requirements elicitation, documentation, and analysis skills — BRDs, functional specs, user stories, process flows, and use cases
  • Experience working in Agile / Scrum delivery environments — sprint planning, backlog grooming, and stakeholder reviews
  • Ability to facilitate workshops, requirements sessions, and cross-functional stakeholder meetings with confidence
  • Strong understanding of utility business processes — metering, billing, outage management, grid operations, customer communications, or regulatory compliance
  • Experience collaborating with engineering, architecture, QA, and business teams to deliver complex technology programs
  • Excellent written and oral communication skills — able to translate complex technical and business requirements for diverse stakeholder audiences
  • Ability to work on-site in Bellevue / Bothell, WA


What You'll Do

  • Lead requirements elicitation, documentation, and validation across complex utility enterprise IT programs — working directly with business SMEs, operations teams, and technology stakeholders
  • Develop and maintain comprehensive requirements artifacts — BRDs, functional specifications, user stories, acceptance criteria, process flows, data flow diagrams, and use cases
  • Own and manage the Azure DevOps backlog — creating and refining epics, features, user stories, tasks, and acceptance criteria for development teams
  • Facilitate requirements workshops, stakeholder reviews, and sprint ceremonies — ensuring alignment between business needs and technical delivery
  • Analyze and document current-state and future-state business processes across utility operations — identifying gaps, risks, and improvement opportunities
  • Serve as the primary liaison between utility business stakeholders and technology teams — translating business requirements into technically accurate, actionable user stories
  • Track and communicate delivery progress, risks, and dependencies using Azure DevOps dashboards and reporting
  • Support UAT planning and execution — coordinating with business users and QA teams to validate delivered solutions against accepted requirements
  • Identify and manage requirements-related risks and issues — escalating to project leadership with clear impact assessments
  • Mentor and guide junior Business Analysts on requirements best practices, Azure DevOps workflows, and utilities domain knowledge
  • Contribute to continuous improvement of BA practices, templates, and delivery standards across GPARROT engagements

  • Experience with Power BI for requirements validation and data analysis reporting
