Job Description:
Overview
To provide professional level installation, maintenance and operational support services for the City's Telecommunications Network, including systems hardware, systems software, and related equipment.
Essential Functions
  • Investigates problems related to telecommunications equipment.
  • Uses electronic testing equipment to solve telecommunications systems and equipment problems.
  • Maintains external vendor relationships to provide supplementary services.
  • Installs and repairs telecommunications system components.
  • Consults with users to gather information in order to determine requirements for implementation of telecommunications systems.
  • Provides guidance and technical advice to users regarding systems criteria and specifications.
  • Reviews telecommunications systems plans for completeness and accuracy.
  • Tests and modifies system segments to evaluate and determine adequacy of system in meeting user and technical requirements.
  • Maintains network licensing and support renewals.
  • Researches, evaluates and tests potential solutions for future utilization.
  • The intent of this class description is to provide a representative summary of the types of duties and responsibilities that will be required of classifications given this title and shall not be construed as a declaration of the specific duties and responsibilities of any particular position. Incumbent may be required to perform job-related tasks other than those specifically presented in this job description.

Minimum Qualifications
  • Associate Degree from an accredited college or university with major course work in computer science, engineering, business administration, mathematics or a related field.
  • Four (4) years of responsible experience in computer programming and systems analysis and design;
  • or the equivalent in education, training, and experience, which would provide the necessary knowledge, skills and abilities.
  • CJIS certification required within three (3) months of date of hire. This is a fingerprinted level II national criminal background check.
  • Cisco Certified Network Administrator (CCNA) is preferred or much obtain within one year of employment.

Job Based Competencies
  • Familiarity with vCenter, Cisco, NetApp/Dell SAN, Net Motion, Windows Server, KBOX, or Microsoft SQL a plus.
  • Knowledge of telecommunications principles, system design, equipment, operating characteristics, capabilities, limitations, requirements, procedures and terminology.
  • Knowledge of information technology equipment, terminology and procedures.
  • Knowledge of telecommunications equipment installation, maintenance and repair.
  • Knowledge of telecommunications software and protocols.
  • Knowledge of applicable statutes and regulations governing telecommunications systems and networks.
  • Ability to apply network monitoring systems to gauge performance and to make recommendations for improvement based on analysis of results.
  • Ability to analyze technical problems and do abstract problem solving.
  • Ability to read, interpret/design network drawings, specifications, blueprints, sketches and schematics for network server and communications equipment.
  • Ability to perform skilled repair and installation of communications and related equipment.
  • Ability to analyze and prioritize methods, procedures, needed system maintenance and other activities to arrive at and provide valid recommendations and plans of action.
  • Ability to communicate technical and other data effectively and clearly, both orally and in writing, and to prepare and present succinct, coherent and technically accurate reports.
  • Ability to establish and maintain effective working relationships within the department, other City departments, officials and the general public.

Responsibility
Under the direction of and responsible to the Department Head or designated representative. Usually no supervision exercised.
Physical Requirements
This is light work requiring the exertion of 20 pounds of force occasionally and up to 10 pounds of force frequently. The work requires visual acuity to operate electronic test, telecommunications and computer equipment and for reviewing, checking, preparing and maintaining written and computer files. Manual dexterity is required to operate telecommunications and electronic test equipment, as well as standard office, data entry, word processing and other computer equipment. Incumbent is required to have sufficient hearing ability to perceive information at normal spoken word levels.
Public Contact
Good interpersonal skills are an essential component of the position. Contacts are primarily with City, County, State and other telecommunications systems staff, as well as with local telephone companies used throughout the network. Contact with other cities and municipalities throughout the state may be required. Other public contacts may be required from time to time to explain the operation and functioning of the City's Telecommunications System.
