ASRC Federal Agile Management LLC is seeking an experienced Senior Oracle Database / ETL Developer with deep expertise in SQL, PL/SQL, batch scheduling, and custom ETL development. The ideal candidate has spent a decade building data-intensive applications and hand-rolled ETL pipelines in PL/SQL and automating batch workloads using both OS-level cron and Oracle's internal scheduler.
Work Location: Hybrid / 2 days per week onsite in Arlington, VA
Responsibilities
  • Develop and maintain complex PL/SQL packages and SQL for business, integration, and reporting needs
  • Design, build, and optimize hand-rolled PL/SQL ETL pipelines
  • Automate and orchestrate batch jobs across OS cron and Oracle's internal scheduler
  • Monitor pipeline and job health for accuracy, performance, and reliability
  • Troubleshoot data and performance issues across the database and batch layers
  • Document processes and participate in code reviews and production support
  • Shell scripting (Bash/Korn) for cron orchestration, file handling, and job wrappers
  • Experience with version control VSS, and ticketing tools (Jira)

Required Skills & Experience
Oracle Database
  • 10+ years hands-on experience with Oracle (11g/12c/19c)
  • Strong understanding of database architecture, data modeling, normalization, and schema design
  • Performance tuning using execution plans, indexing, partitioning, and statistics

SQL
  • Advanced query development: complex joins, analytic/window functions, subqueries, set operations, and hierarchical queries
  • Writing and optimizing DDL/DML for large datasets
  • Query troubleshooting and optimization

PL/SQL
  • Expert-level development of stored procedures, functions, packages, and triggers
  • Cursors, ref cursors, collections, bulk operations (BULK COLLECT, FORALL), and dynamic SQL
  • Robust exception handling, autonomous transactions, and modular, reusable code design

Custom PL/SQL ETL (Hand-Rolled)
  • Designing and building ETL pipelines entirely in PL/SQL - no reliance on commercial ETL tools
  • Extraction, transformation, and loading logic implemented through packages and procedures
  • Ingesting data via external tables, SQL*Loader, and UTL_FILE for flat-file processing
  • Handling incremental and full loads, staging strategies, error handling, logging, and reconciliation
  • Ensuring data quality and integrity through validation logic and audit trails
  • Optimizing high-volume transformations using set-based SQL and bulk processing

Batch Scheduling (OS Cron + Oracle Scheduler)
  • Scheduling and maintaining batch jobs using OS-level cron (Unix/Linux)
  • Building and managing jobs with Oracle's internal scheduler (DBMS_SCHEDULER / DBMS_JOB), including programs, schedules, chains, and job dependencies
  • Coordinating workloads that span both the OS and database scheduling layers
  • Monitoring execution, building logging/alerting, and handling failures, retries, and restartability

Qualifications
  • Bachelor's degree in computer science, IT, or related field (or equivalent experience)
  • 10+ years of Oracle database development with significant hand-rolled ETL and batch automation experience
