Job Description:

The Program Chief Engineer (PCE) is responsible for shaping, developing, and leading the technical efforts within a multi-platform program. The PCE must manage customer requirements around cost, schedule and technical capabilities across multiple platforms while guiding the engineering team to successful program deliveries and sustainment of current assets. The PCE will work closely with the Program Manager (PM) and Business Chief Engineer (BCE) to manage customer expectations, cost, schedule, and risk.  The PCE will also work closely with the Project Engineers who perform the day-to-day execution of the program to ensure successful execution of efforts and on-going sustainment.

A program includes multiple projects/IPTs and contracts. The responsibility of the PCE includes Programs of Record and program proposal/pursuit activities. The successful candidate is an experienced technical professional who can focus simultaneously on near- and long-term objectives.

Essential Functions:

  • Lead technical planning, execution, and coordination for projects within the program
  • Ensure adherence to engineering life-cycle processes, technical baselines, and program plans
  • Ensure commonality between projects within the program, both in design and process adherence
  • Documenting and approval of program plans
  • Oversight of proposal activities
  • Identify, assess, and manage technical and program risks
  • Serve as a primary technical interface to internal leadership and external customers

Qualifications:

  • Bachelor's Degree and a minimum of 12 years of prior relevant experience, or Graduate Degree and a minimum of 10 years of prior related experience
  • Must have an active DoD Secret Security Clearance with the ability to obtain a TS/SCI which requires U.S. Citizenship.
  • Broad understanding of engineering processes and policies
  • FAA certification experience

Experience in one or more of the following areas is required:

  • Program planning, guidance, and engineering execution within scope, schedule, and budget.
  • Experience in either Software/Hardware Engineering, Systems Engineering, Test Engineering, or Project Engineering
  • Leadership Skills (i.e., Task Leader, IPT Leader and/or Functional Management)
  • Experience communicating with senior leadership and external customers

Preferred Additional Skills:

  • Experience performing in a Project Engineering or similar role
  • Overall development and maintenance of a project baseline
  • VIP/SAM Aircraft experience
  • Control Account Management CAM or IPT Lead experience
  • Software development experience 
  • Understanding of Agile methodology
  • Experience utilizing Atlassian tools - Jira and Confluence
  • Aircraft Integration, Test, and Delivery experience
