Air Pollution Inspector Jobs (NOW HIRING)

The Enforcement Division's (ED) Vehicle Enforcement Section (VES) is seeking a highly qualified and motivated Air Pollution Specialist (APS). The Vehicle Enforcement Section is responsible for enforcing CARB regulations designed to improve air quality by reducing emissions generated by (1) non-compliant on-road vehicles, including cars, trucks, motorcycles, and kit cars, and (2) non-compliant off-highway recreational vehicles, including all-terrain vehicles, sand rails, sand cars, utility carts, golf carts, dirt bikes, and other off-highway recreational vehicles with greater than 25-horsepower engines, and new pleasure craft engines and vehicles.
Enforcement services provided by VES focus primarily on investigating complaints, tips, and leads concerning potentially non-compliant vehicles, parts, specialty products, and laboratory and certification fraud, initiating enforcement actions where violations are found, and resolving these cases, including providing support in cases that are referred for litigation.
Occasionally, the incumbent will coordinate and collaborate with other CARB Divisions, other agencies, such as the Environmental Protection Agency, California Attorney General's Office, or the Department of Justice, to further inspections and/or investigations. The incumbent will participate in the review and interpretation of air pollution regulation requirements to determine potential emission sources for inspection and/or investigation. The incumbent will research and prepare technical reports, correspondence, or documentation relating to enforcement action taken to correct noncompliance and provide support in cases that are referred for litigation to a local district attorney or the Attorney General's Office. Due to shifting workloads between sections in the Branch this position may be subject to matrix management.

Working Conditions
This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resource Boards' (CARB) current telework policy, which are subject to change. While the CARB may support telework, at least 80% in-person attendance is required today. Additionally, up to 40% travel between Sacramento and Riverside is necessary conduct settlement meetings or conduct inspections between Sacramento or Riverside.
Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each employee shall receive a 3 percent reduction in pay in exchange for 5 hours PLP 2025 leave credits, monthly. The salary range(s) included in the job advertisement do not reflect the 3 percent reduction in pay.

Candidates should have a thorough understanding of enforcement operations and mobile source regulations, including every aspect of bringing a case from an investigation to an ultimate resolution. Applicants should be familiar with Microsoft Office Products, including Word, Excel, and PowerPoint; have experience in database environments such as MySQL or Oracle; have a strong technical background and engineering experience relative to emissions compliance testing, inspection and maintenance testing (Smog Check), aftermarket parts, onboard diagnostics (OBD) functionality and monitoring requirements; have knowledge of emissions control system calibrations and emission control strategies; and have an understanding of tampering and associated emission impacts. Candidates should also have experience interacting with industry professionals and stakeholders; possess strong organizational skills; the ability to work independently and cooperatively with other staff and outside parties; meet deadlines; follow written and verbal instructions; use tact and good judgment in dealing with people; apply good customer service techniques; and work effectively under a deadline.
