Job Description
Proposal Manager - Defense Contracting
Reports To: Business Development Executive
Location: Colorado Springs, Colorado (On-Site)
The Proposal Manager is responsible for leading and managing proposal efforts from solicitation release through submission for Department of Defense and Federal Government opportunities. This position coordinates activities across Operations, Finance, Human Resources, Contracts, and executive leadership to ensure compliant and high-quality proposals.
The ideal candidate has extensive experience managing proposals within the defense contracting industry.
Essential Duties and Responsibilities
• Lead proposal activities throughout the entire proposal lifecycle.
• Develop proposal schedules, outlines, and compliance matrices.
• Coordinate inputs from operations, pricing, finance, contracts, and subject matter experts.
• Ensure compliance with solicitation requirements and customer instructions.
• Manage color team reviews and document revisions.
• Maintain proposal templates, resumes, and proposal libraries.
• Coordinate with subcontractors and teaming partners.
• Perform quality assurance reviews prior to submission.
• Capture lessons learned and maintain proposal records.
• Support transition activities following contract award.
Qualifications
• Bachelor's degree preferred.
• Minimum of five (5) years of proposal management experience within a government or defense contracting environment.
• Experience supporting Department of Defense and Federal Government customers required.
• Strong understanding of FAR and DFARS acquisition processes.
• Demonstrated success managing multiple proposal efforts simultaneously.
• Exceptional writing, editing, and organizational skills.
• Advanced proficiency with Microsoft Office and Adobe Acrobat.
• Experience with DLA Energy, BOS, logistics, maintenance, or base operations contracts preferred.
