The primary purpose of this position is: to serve as AFOSI's Senior Intelligence Civilian Program/Functional Manager, Principle Civilian Intelligence Personnel Management Advisor, and Senior Intelligence Officer (SIO) to the Commander, Air Force Office of Special Investigations, Staff, and all subordinate directorates and activities.

DUTY 1: Serves as the AFOSI Senior Civilian Functional Manager for Intelligence, Principle Civilian Intelligence Personnel Management Advisor, and Senior Intelligence Officer (SIO) to the Commander for the intelligence portfolio management and human capital initiatives.
DUTY 2: Evaluates occupational structure, composition and effectiveness of AFOSI's civilian IS career management at all command levels.
DUTY 3: Advises AFOSI leadership on issues involving program policies and regulations, organizational structure, doctrine, funding for interns, recruitment, training and development, career field structure, and overall professional development to meet the human resource capabilities required for the future.
DUTY 4: Develops and executes AFOSI's marketing strategy for the IS Career Field talent management initiatives including workforce planning, recruitment, developmental programs, training opportunities, and career paths, leveraging social media such as Milsuite, Facebook, LinkedIn, and Twitter.
DUTY 5: Develops and seeks expansion of training, education and development opportunities for IS AFOSI-wide.

• Polygraph: Incumbent is required to undergo a counterintelligence-scope polygraph examination.
• The incumbent must undergo an internal background investigation by OSI and must be approved for duty by the Commander of OSI or the Commander's designated representative(s).
• Shift work may be required which may include overtime and/or irregular hours and in some cases with no-notice due to urgency of time-sensitive matters.
• Mobility is a condition of employment. The employee must sign an Air Force-wide mobility agreement.
• The work may require the employee to drive a motor vehicle. A valid driver's license is required for the position.

Qualifications
This is a GG-15 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-15 duties for the "Supervision/Management" work category are at the "Expert" work level and are equivalent to those at the GS-15 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include mastery of one or more professional or administrative fields. The employee at this level applies experimental theories and new developments to problems not susceptible to treatment by accepted methods or makes decisions or recommendations significantly changing, interpreting, or developing important policies and programs. Assignments require compliance with appropriate laws and regulations. The work typically requires efforts to develop new methods of executing Career Field initiatives and development of objectives involving sustainment, development, and retention of the AFOSI Intelligence career workforce. Incumbent performs consultant and management functions specific to the Career Field as well as overarching career management. The incumbent develops a range of civilian workforce transformation process and policy alternatives, which may be explored, that impact the Career Field AFOSI-wide. Long range planning is required and is affected by changing program requirements and new or revised legislation. The incumbent influence policy that affects the operation of the Career Field and/or other Career Fields, AFOSI-wide. There is extreme complexity and difficulty in identifying the nature of the civilian workforce transformation and strategic communications issues or problems to be analyzed, and in planning, determining, organizing, and performing the scope and depth of AFOSI-enterprise program needed. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Expert knowledge of technical program management principles and methods, including a variety of qualitative and quantitative methods for the assessment and improvement of program effectiveness. Subject matter expert on matters pertaining to career program talent management policies, including employee and organizational development. Knowledge of US IC and LE policies, entities, missions, resources, operations, capabilities, databases and requirements to perform intelligence research, planning, operations, collections, target analysis and other intelligence collections and analysis related activities.
2. Extensive knowledge of administrative laws, policies, regulations, and precedents applicable to the integration of programs embracing all military services, DoD agencies, joint commands, and civilian employees; program goals and objectives; the sequence and timing of key events and milestones; and methods of evaluating accomplishments. Mastery of planning, organizing, managing and leading work, and in negotiating effectively to support significant investigations, operations, assessments, projects or programs.
3. Expert knowledge of the principles, concepts, laws, regulations, and practices of human resources life cycle functions is needed to establish and implement policy for and manage the Career Field AFOSI's intelligence career programs. Knowledge of safety and security regulations, practices and procedures; and security practices for ensuring the safeguarding of classified information.
4. Skill in applying knowledge of the functional programs encompassed by the Career Field in order to establish long-range program planning and the adjustments of program goals and objectives.
5. Ability to prepare and direct comprehensive management studies where the boundaries of the studies are extremely broad and difficult to determine in advance that impact on the needs and requirements of the Career Field and associated CPs and occupations. Study objectives are to identify and propose solutions to management problems which are characterized by their breadth, importance, and severity, and for which previous studies and established management techniques are frequently inadequate. Negotiates effectively with management to accept and implement recommendations, where the proposals involve substantial agency resources, require extensive changes in established procedures, or may be in conflict with the desires of the activity studied.
6. Ability to communicate effectively, both orally and in writing, with senior officials from a broad array of activities, including federal and local government agencies. Seasoned judgment and ability to exercise authority and the overall planning, direction and execution of several programs to include DA Intern and Professional Development.

CONDITIONS OF EMPLOYMENT CONT.

• The employee may be required to travel on military and commercial aircraft away from the normal duty station.
• Specialized experience equivalent to at least the GG-14 Federal grade level in career field management or performing such duties as providing first-line supervision to a multi-agency staff engaged in the collection, analysis, evaluation, production and dissemination of operational and strategic intelligence is highly desired.
• Operational experience in both counterintelligence and law enforcement intelligence highly desired.
• Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
• Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
• Key: The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,")
