Mission:
Quantum Research International (Quantum) is seeking a highly qualified and strategic Portfolio Interoperability Certification Lead to oversee and drive the Army Interoperability Certification (AIC) process across all Program Manager (PM) and Product Manager (PdM) portfolios. In this critical quality assurance and coordination role, you will ensure systems meet stringent interoperability requirements for fielding. As the primary liaison between the PAE, CPE, HQDA G-6, and ASA(ALT), you will chair critical adjudications and shape test strategies that support Army modernization and Integrated Fires initiatives.
Responsibilities:
  • Lead the Army Interoperability Certification (AIC) process by reviewing all Program Manager (PM) and Product Manager (PdM) programs and products to ensure complete and compliant AIC certification, exemption, or waiver documentation exists.
  • Review and validate AIC data packages by verifying the completeness and accuracy of Program Manager (PM) Test Agent certification documentation prior to PAE Fires implementation signature.
  • Prepare and coordinate executive-level AIC certification and exemption memorandums for routing through ETMS2 and submission to HQDA G-6.
  • Develop and maintain standardized certification templates, checklists, reports, and supporting documentation to ensure consistency across Program Manager (PM) application packages.
  • Coordinate Army Interoperability Certification (AIC) activities with Program Manager (PM) Test Agents to support Test and Evaluation (T&E) planning, Working Integrated Product Teams (WIPTs), and interoperability data collection efforts.
  • Support interoperability integration across Program Manager (PM) portfolios by coordinating participation in System-of-Systems (Integrated Fires) test events.
  • Leverage internal and external resources to support Army Interoperability Certification (AIC) requirements, including the Digital Interoperability Certification Ecosystem, while monitoring available products, upcoming test events, and software baselines to support successful certification planning and execution.
  • Chair Army Interoperability Certification (AIC) test incident review adjudications by coordinating issue resolution and engaging in Operational Capability Environment (OCE) resources as needed to support timely resolution.
  • Proactively identify and mitigate interoperability issues across the portfolio to ensure systems are ready for fielding and minimize the need for HQDA intervention.
  • Assess modernization initiatives to identify interoperability impacts and develop actionable mitigation strategies supporting Army modernization efforts.
  • Manage portfolio reporting and executive communications by providing Army Interoperability Certification (AIC) updates to HQDA G-6 and leading recurring status briefings with ASA(ALT) and internal Integrated Product Teams (IPTs).
  • Coordinate and represent Program Manager (PM) Test Agent activities in high-level working groups, Integrated Product Teams (IPTs), and cross-functional forums supporting Army interoperability and modernization initiatives.
  • Collaborate with ASA(ALT) and external stakeholders to maintain current Army Interoperability Certification (AIC) processes, establish strategic partnerships, and promote best practices across PAE Fires.
Required Skills and Qualifications:
  • Bachelor's degree in a related field or equivalent combination of education and relevant experience, as applicable.
  • Demonstrated expertise in Army Interoperability Certification (AIC) policies with experience applying approved AIC policies, procedures, and Standard Operating Procedures (SOPs).
  • Proven experience supporting Test and Evaluation (T&E) Working Integrated Product Teams (WIPTs) with expertise in data collection, analysis, and software baseline management for complex systems.
  • Excellent written and verbal communication skills with the ability to prepare executive-level memorandums and brief senior leadership, including PAE Fires, Assistant Secretary of the Army for Acquisition, Logistics and Technology (ASA(ALT)), and Headquarters, Department of the Army (HQDA).
  • Strong leadership and conflict resolution skills with the ability to chair adjudication boards, build consensus among diverse stakeholders, and resolve complex technical and organizational challenges.
  • Ability to anticipate modernization impacts and develop proactive mitigation strategies in support of a dynamic testing and fielding environment.
Desired Skills and Qualifications:
  • AIC & T&E Expertise: Deep knowledge of Army Interoperability Certification (AIC) policies, SOPs, and Test & Evaluation (T&E) WIPT processes.
  • System Integration: Experience in System-of-Systems testing, software baseline management, and using the Digital Interoperability Certification Ecosystem (DICE).
  • Technical Leadership: Proven ability to chair incident review adjudications, mitigate portfolio risks, and perform rigorous quality assurance on test data packages.
  • Executive Communication: Skilled at drafting executive memos, staffing via ETMS2, and briefing senior stakeholders (HQDA G-6, ASA(ALT)).
  • Strategic Foresight: Ability to navigate modernization impacts (e.g., Operation Jailbreak) and drive process standardization.
