The Testing and Evaluation Lead plays a critical role in leading software verification and validation (V&V) activities, ensuring that enterprise systems meet functional, performance, and compliance requirements-particularly for U.S. Department of Defense (DoD) programs. This position is responsible for authoring and maintaining test plans, procedures, and reports, overseeing the execution of formal and informal tests, and ensuring the generation and collection of Objective Quality Evidence (OQE) to support system certification and accreditation. The ideal candidate has at least 5 years of experience conducting system-level testing on complex enterprise software such as Product Lifecycle Management (PLM), Enterprise Resource Planning (ERP), or similar platforms in regulated environments.
Duties & Responsibilities
  • Lead the development, execution, and documentation of test strategies, test plans, test procedures, and test reports in accordance with DoD standards.
  • Oversee and coordinate system-level integration testing, verification and validation (V&V), and user acceptance testing (UAT) or end user testing (EUT).
  • Ensure all testing activities produce appropriate OQE artifacts in support of program milestones and stakeholder reviews.
  • Define and manage test environments, test data sets, and testing configurations.
  • Support the development of Requirement Traceability Matrices (RTMs) to validate coverage and alignment of tests to system requirements.
  • Work closely with developers, system engineers, and cybersecurity teams to identify and resolve defects, track issues, and retest fixes.
  • Provide support for Independent Verification & Validation (IV&V) and customer-led test events.
  • Ensure test documentation complies with contract deliverables, including CDRLs (e.g., Test and Evaluation Master Plan (TEMP), Software Test Plan (STP), Test Reports, etc.).
  • Utilize test management and automation tools (e.g., Jira, Zephyr, Selenium) to improve test traceability and reporting.
  • Collaborate with cross-functional technical teams to align test activities with release cycles and system baselines.
  • Performs other duties as assigned.

Required Qualifications
  • Bachelor's degree in Computer Science, Engineering, or a related technical discipline.
  • 5+ years of experience in software/system testing, test leadership, or verification and validation roles.
  • Strong working knowledge of test planning, execution, and documentation aligned with DoD standards.
  • Experience producing OQE artifacts to support system certification/accreditation or acceptance reviews.
  • Proficient with tools such as Microsoft Office, Jira, Confluence, and SharePoint.
  • Excellent communication and leadership skills, with the ability to interface effectively across technical and non-technical teams.
  • Currently holds an active U.S. national security clearance or be able to receive and maintain one.

Preferred Qualifications
  • Experience with PLM platforms (e.g., Windchill, Teamcenter, Enovia) or other enterprise systems.
  • Familiarity with DoD or federal system development lifecycle (SDLC) processes and compliance requirements.
  • Knowledge of DoD software documentation standards, including SDD, IDD, SDP, ICD, and CDRL requirements.
  • Understanding of RMF, ATO, and Cybersecurity Testing/Validation (e.g., STIG compliance).
  • Familiarity with test automation frameworks, scripting languages, and tools (e.g., Selenium, Katalon, Eggplant, Python, XML, JSON).
  • Exposure to Model-Based Systems Engineering (MBSE) and Model-Based Testing (MBT) practices.
  • Experience in Agile or hybrid Agile/Waterfall environments, and use of tools like Zephyr, TestRail, or qTest.
  • Security+ or other DoD 8570-compliant certification preferred.

Physical Requirements
  • Prolonged periods sitting at a desk and working on a computer.
  • Must be able to lift up to 15 pounds at times.
  • This position is hybrid located in St. Paul, MN.
  • Fully remote candidates may be considered with increased expectation for travel.
  • This position may require the ability to travel up to 10%.

Work Environment
Hybrid work arrangements are strongly preferred for this role to support regular in-person collaboration with program and project teams. Fully remote candidates may still be considered; however, remote employees should expect increased travel requirements to support onsite team engagement. Employees may telework on designated days or as needed with supervisor approval, provided they maintain established communication expectations and effectively meet job responsibilities. Travel may be required 1-2 times per month to customer sites, subcontractor locations, and other company offices.
Clearance Requirements
Some positions will require access to U.S. National Security information. Positions that require this access will be required to receive and maintain a U.S. government personnel security clearance (PCL). In order to qualify for this position, the candidate must be a US Citizen and either currently possess this National Security eligibility or be able to complete the investigation application process with a favorable determination and maintain that eligibility throughout their employment.
