Position Summary

We are currently seeking prospective candidates for an upcoming opportunity with the Administration for Children and Families (ACF) Office of Refugee Resettlement (ORR). This requirement provides critical mission support across various technical, program management, and administrative functions to assist ORR in its mission to promote the health, well-being, and stability of refugees and unaccompanied children. The Senior Grants & Monitoring Manager oversees grants administration, monitoring and evaluation, compliance, and site visit support for Refugee Resettlement and Unaccompanied Alien Children (UAC) programs.

Candidates must reside in the Washington-D.C. area full-time but be able to travel intermittently in support of ORR-funded programs across the continental United States.

Responsibilities include, but are not limited to the duties listed below:

  • Support the planning, execution, and analysis of monitoring activities to ensure federally funded programs comply with relevant statutes, regulations, and policies.
  • Oversee monitoring activities, including on-site or remote site visits, document reviews, and stakeholder interviews.
  • Analyze program compliance and identify instances of non-compliance for review.
  • Create comprehensive monitoring reports featuring summaries of visits, compliance analysis, and recommendations for corrective actions or training.
  • Assist federal staff in tracking, monitoring, and documenting corrective actions resulting from inspections or monitoring findings.
  • Oversee pre-award activities, such as drafting funding opportunity announcements, and post-award tasks, including reviewing performance and financial reports.
  • Analyze grant-related data to identify trends, best practices, and recurring issues that require technical assistance.
  • Ensure all monitoring documentation—including notes and records maintained to established standards.
  • Meet with grant recipients at the direction of federal staff to assess performance and understand operational challenges.
  • Translate findings into decision-support documentation, such as dashboards and briefing materials for federal leadership.

Requirements

  • Experience: Minimum 7 years of relevant experience in grant administration, program monitoring, or compliance oversight.
  • Leadership: Minimum 3 years of supervisory or team lead experience.
  • Education: Bachelor’s degree in a relevant subject; Master’s degree preferred.
  • Certification: Relevant certification in federal grants management preferred.
