Job description

The Sourcing Recruiter is responsible for proactively identifying, engaging, and building talent pipelines for critical technology, digital, software, data, AI, cybersecurity, cloud, product, engineering, and corporate functions. This role serves as a strategic talent advisor, partnering closely with recruiters, HR business partners, and hiring leaders to develop robust candidate pipelines that support current and future workforce needs in a technology-driven environment.

The ideal candidate is an expert in passive candidate sourcing, talent mapping, market intelligence, and relationship-building within corporate technology, digital transformation, software, and innovation-focused environments. This individual will leverage advanced sourcing techniques, talent communities, CRM tools, technical networks, and industry platforms to create sustainable talent pipelines that improve hiring speed and quality.

Key Responsibilities:

Talent Pipeline Development

  • Develop and maintain proactive talent pipelines for critical technology, digital, product, engineering, and corporate positions, such as:

    • Data Analytics, Artificial Intelligence, Machine Learning, and Business Intelligence

    • Cybersecurity, Information Security, and Enterprise Technology

    • Cloud Engineering, DevOps, Platform Engineering, and Infrastructure

    • Software Engineering, Application Development, and Systems Architecture

    • Product Management, Product Strategy, and Digital Solutions

    • Technology Program Management and Technical Operations

    • Digital Transformation, Automation, and Emerging Technologies

    • Data Engineering, Data Governance, and Enterprise Platforms

    • IT Leadership, Technology Strategy, and Digital Innovation

    • User Experience, Design, and Human-Centered Technology

  • Create talent communities for future hiring needs.
  • Build long-term relationships with passive candidates.
  • Maintain succession and replacement pipelines for key business-critical roles. 

Strategic Sourcing

  • Utilize LinkedIn Recruiter, ATS databases, industry associations, referrals, networking events, and Boolean search techniques to identify talent.
  • Conduct talent mapping of competitor organizations and target industries.
  • Develop sourcing strategies for difficult-to-fill and niche positions.
  • Research emerging technology talent markets, digital workforce trends, and competitive hiring activity impacting technology recruitment.

Candidate Engagement

  • Conduct initial outreach and qualification conversations.
  • Develop personalized engagement strategies to attract passive candidates.
  • Promote the organization's employment brand and value proposition.
  • Maintain candidate relationships through ongoing communication until opportunities become available. 

Stakeholder Partnership

  • Partner with recruiters and hiring managers to understand workforce planning needs.
  • Participate in intake meetings to define ideal candidate profiles.
  • Provide market intelligence regarding talent availability, compensation trends, and competitor hiring activity.
  • Serve as a sourcing subject matter expert for technology, digital, AI, data, cloud, cybersecurity, and software talent acquisition initiatives.

Talent Analytics & Reporting

  • Track sourcing activity and pipeline health metrics.
  • Monitor candidate conversion rates and sourcing channel effectiveness.
  • Maintain accurate candidate records within the ATS and CRM.
  • Generate regular reports on pipeline strength, sourcing productivity, and talent market insights. 

Required Qualifications

  • Bachelor's degree in Human Resources, Business Administration, or related field.
  • 3+ years of sourcing, recruiting, or talent acquisition experience.
  • Experience sourcing technology talent within software, data, AI, cybersecurity, cloud, digital product, enterprise IT, or engineering environments.

  • Advanced proficiency with: 
    • LinkedIn Recruiter
    • Boolean Search
    • Talent CRM platforms
    • Applicant Tracking Systems
  • Demonstrated experience building pipelines of passive candidates.
  • Strong relationship-building and communication skills.
  • Ability to work effectively in a fast-paced, matrixed corporate environment. 

Preferred Qualifications

  • Experience supporting technology, software, data, AI, cloud, cybersecurity, digital product, or innovation-focused organizations.

  • Knowledge of technology talent markets, technical skill communities, and competitive hiring trends across North America.

  • AIRS, CIR, or other sourcing certifications.
  • Experience with market mapping and executive sourcing methodologies.
  • Familiarity with recruitment analytics and workforce planning.
