OVERVIEW
iTech AG is seeking a Senior ServiceNow Developer - SPM to support federal programs by designing, developing, and enhancing ServiceNow Strategic Portfolio Management (SPM) solutions in secure, scalable, and compliant environments. This role serves as a senior technical contributor responsible for implementing and supporting ServiceNow SPM capabilities including Idea Management, Demand Management, Project Portfolio Management (PPM), Goals Framework, Resource Management, IT Financial Management (ITFM), and Agile integrations.
The ideal candidate brings strong hands-on ServiceNow development and configuration experience across the SPM suite, with the ability to translate complex business and portfolio management requirements into scalable, maintainable platform solutions. This role requires collaboration with architects, product owners, business stakeholders, and Agile delivery teams to modernize portfolio governance, planning, investment tracking, and enterprise delivery capabilities across federal organizations.
ROLES AND RESPONSIBILITIES
โ€ข Design, develop, configure, and enhance ServiceNow SPM solutions to support federal program and portfolio management requirements.
โ€ข Implement and support ServiceNow SPM modules including Idea Management, Demand Management, Project Portfolio Management (PPM), Goals Framework / Strategic Planning, Resource Management, IT Financial Management (ITFM), and Agile Development and SAFe-aligned delivery capabilities.
โ€ข Configure project intake, portfolio governance workflows, investment tracking, roadmaps, scoring models, and approvals.
โ€ข Develop and maintain custom applications, workflows, business rules, UI policies, Flow Designer automations, and integrations.
โ€ข Configure and enhance resource planning, capacity management, and financial tracking capabilities across programs and portfolios.
โ€ข Design and support integrations between ServiceNow and Agile delivery tools such as Jira and Azure DevOps (ADO).
โ€ข Collaborate with ServiceNow Architects and business stakeholders to implement scalable, standards-based SPM solutions.
โ€ข Support strategic reporting, dashboards, KPIs, and executive workspaces for portfolio visibility and decision-making.
โ€ข Participate in Agile and SAFe ceremonies including PI Planning, sprint planning, demos, reviews, and retrospectives.
โ€ข Perform code reviews and ensure adherence to development standards, platform governance, and best practices.
โ€ข Support platform upgrades, patching, and performance optimization activities.
โ€ข Troubleshoot and resolve platform defects, integration issues, and production support requests.
โ€ข Ensure configurations and customizations align with federal security, compliance, and accessibility requirements.
โ€ข Contribute to technical documentation, knowledge transfer, and cross-team collaboration.
โ€ข Support organizational change management and user adoption efforts for SPM capabilities.
โ€ข Other duties as assigned.
MINIMUM QUALIFICATIONS
โ€ข 5+ years of hands-on ServiceNow development experience.
โ€ข 3+ years of experience implementing or supporting ServiceNow SPM capabilities.
โ€ข EA/APM implementation experience is preferred.
โ€ข Strong experience configuring and developing within Idea Management, Demand Management, Project Portfolio Management (PPM), Goals Framework / Strategic Planning, Resource Management, and IT Financial Management (ITFM).
โ€ข Experience integrating ServiceNow with Jira and/or Azure DevOps (ADO).
โ€ข Strong experience developing custom ServiceNow applications and platform configurations.
โ€ข Proficiency with ServiceNow scripting including JavaScript, Glide APIs, Script Includes, and Flow Designer.
โ€ข Experience working in Agile or SAFe delivery environments and strong analytical, troubleshooting, and problem-solving skills.
EDUCATION AND CERTIFICATIONS
โ€ข Bachelor's degree.
โ€ข ServiceNow Certified System Administrator (CSA)
โ€ข ServiceNow Certified Implementation Specialist (CIS) - Strategic Portfolio Management (SPM).
PREFERRED QUALIFICATIONS
โ€ข ServiceNow Certified Application Developer (CAD)
โ€ข Experience supporting federal government programs.
โ€ข Experience implementing enterprise portfolio management, governance, and investment planning processes.
โ€ข Familiarity with OMB Exhibit 300/53 reporting, strategic planning, or federal capital planning processes.
โ€ข Experience supporting Agile transformation and SAFe-aligned delivery organizations.
โ€ข Strong understanding of ServiceNow data model, CMDB relationships, and platform performance optimization.
โ€ข Experience building executive dashboards, workspaces, and portfolio reporting solutions.
โ€ข Experience supporting DevSecOps-aligned Agile teams.
โ€ข Strong communication, stakeholder engagement, and collaboration skills.
