Job description

Core4ce is seeking a skilled Informatics Policy Analyst to support the Integrated Healthcare Transformation (IHT) initiative within the Veterans Health Administration (VHA). This role is responsible for analyzing, developing, and evaluating policies, processes, and operational frameworks that support healthcare transformation and informatics initiatives. The Informatics Policy Analyst will leverage analytical, organizational, and process improvement methodologies to assess policy impacts, identify operational gaps, and support data-driven decision-making across healthcare and technology programs.

The successful candidate will collaborate with clinical, operational, technical, and program stakeholders to ensure policies, procedures, and governance frameworks effectively support organizational objectives, standardization efforts, and healthcare modernization initiatives. Key Responsibilities * Analyze, evaluate, and interpret organizational policies, procedures, and operational frameworks to support healthcare transformation and informatics initiatives. * Formulate and apply process modeling techniques, analytical methodologies, and evaluation frameworks to identify trends, emergent effects, and opportunities for operational improvement.

* Collect, review, and assess existing policies, guidance documents, and governance materials to support the development of business requirements, services, and technology solutions. * Analyze existing policies and operational procedures to identify gaps, redundancies, barriers to standardization, and unmet business or operational needs. * Develop recommendations for policy enhancements, process improvements, and governance structures that improve organizational effectiveness and alignment.

* Support the development and implementation of workstreams, frameworks, and methodologies for program evaluation, program review, and organizational transformation initiatives. * Conduct organizational studies, workflow assessments, and operational evaluations to identify opportunities for increased efficiency and effectiveness. * Design systems, procedures, and process improvement initiatives that support organizational goals and healthcare modernization efforts.

* Develop and maintain operational documentation, including policies, standard operating procedures (SOPs), process maps, workflow diagrams, and operations manuals. * Perform work simplification and measurement studies to evaluate operational performance and recommend improvements. * Collaborate with program leadership, clinicians, informaticists, and technical teams to ensure policies and procedures support business objectives and user needs.

* Support governance activities, policy reviews, and strategic planning efforts through research, analysis, and recommendations. * Prepare reports, briefings, presentations, and decision-support materials for executive leadership and stakeholders. * Monitor policy implementation efforts and evaluate outcomes to ensure intended objectives are achieved.

* Support organizational change and continuous improvement initiatives by identifying opportunities to enhance operational consistency and effectiveness. * This position is designed to be flexible, with responsibilities evolving to meet business needs and enable individual growth. Required Qualifications * Must be able to obtain and maintain a Public Trust clearance for this role.

* Bachelor's degree in Health Informatics, Public Health, Healthcare Administration, Business Administration, Public Policy, Information Systems, Organizational Management, or a related field. * Minimum of 5 years of experience in policy analysis, healthcare operations, program analysis, informatics, business process improvement, or related disciplines. * Experience conducting policy analysis, organizational assessments, operational evaluations, or process improvement initiatives.

* Demonstrated ability to formulate and apply process modeling techniques and analytical methodologies to support decision-making and policy development. * Experience collecting, reviewing, and analyzing policies, procedures, and governance documentation. * Ability to identify policy gaps, operational barriers, and opportunities for standardization and organizational improvement.

* Experience developing business requirements, operational recommendations, and process improvement strategies. * Strong analytical, research, and problem-solving skills. * Experience developing reports, presentations, policy documentation, and operational procedures.

* Knowledge of organizational design principles, workflow analysis, and business process management methodologies. * Strong written and verbal communication skills with the ability to communicate effectively with technical, clinical, operational, and executive stakeholders. * Ability to manage multiple priorities and work effectively in a collaborative team environment.

Preferred Qualifications * Experience supporting Veterans Health Administration (VHA), Department of Veterans Affairs (VA), or other federal healthcare organizations. * Experience supporting healthcare modernization, health informatics, or healthcare technology initiatives. * Knowledge of healthcare policy, clinical operations, healthcare information systems, and interoperability initiatives.

* Familiarity with process improvement methodologies such as Lean, Six Sigma, or Business Process Reengineering (BPR). * Experience supporting governance, strategic planning, or enterprise transformation initiatives. * Understanding of Agile and SAFe principles and their application within healthcare transformation programs.

* Master's degree in Public Policy, Health Informatics, Healthcare Administration, Business Administration, or a related field. Why Work for Us?
