Job Description:

Job Title: Business Process Analyst (Reporting & Data Integration Liaison)

Candidate with stronger technical experience, specifically SQL reading and development knowledge, that better align with the BPA role requirements.

Position Overview

The Business Process Analyst will serve as the primary liaison between agency subject matter experts (SMEs) and technical report developers to support the design, development, and implementation of reporting solutions within the Advantage 4 system. This role is responsible for eliciting, documenting, and translating business reporting requirements into functional specifications that guide development using Snowflake and Power BI.

The Analyst will ensure that reporting solutions align with business processes, data structures, and decision-making needs, while facilitating collaboration across functional and technical teams.

Key Responsibilities

Stakeholder Engagement & Liaison Support

  • Serve as the primary point of contact between agency SMEs, business users, and report developers
  • Facilitate requirements workshops, interviews, and working sessions to gather reporting needs
  • Translate business needs into clear, actionable functional and technical requirements
  • Manage stakeholder expectations, ensuring alignment between business priorities and technical feasibility

Business Process Analysis

  • Analyze end-to-end business processes within Advantage 4 to identify reporting opportunities and data dependencies
  • Document current-state and future-state workflows, including data flows and reporting touchpoints
  • Identify gaps, inefficiencies, and risks related to reporting and data availability
  • Recommend process improvements to support accurate and efficient reporting

Reporting Requirements & Documentation

  • Develop and maintain detailed requirements documentation, including:
    • Business requirements documents (BRDs)
    • Functional specifications
    • Data mapping and transformation rules
    • Report mockups and wireframes
  • Ensure requirements are complete, testable, and aligned with reporting standards and governance practices

Technical Collaboration (Snowflake & Power BI)

  • Partner with data engineers and developers to support:
    • Data ingestion and transformation in Snowflake
    • Data modeling and semantic layer design
    • Power BI dashboard and report development
  • Clarify requirements, answer developer questions, and support iterative design
  • Validate that technical solutions meet documented requirements

Testing & Validation

  • Develop and execute User Acceptance Testing (UAT) plans and test cases
  • Coordinate testing activities with SMEs and stakeholders
  • Track, document, and resolve defects or discrepancies
  • Ensure reports meet business, data quality, and compliance requirements

Governance & Best Practices

  • Support the establishment and enforcement of reporting standards, naming conventions, and data governance practices
  • Ensure alignment with enterprise reporting frameworks and data policies
  • Maintain traceability between requirements, development, and delivered reports

Required Qualifications

  • Bachelor s degree in Business Administration, Information Systems, Data Analytics, or related field
  • 5+ years of experience as a Business Analyst or Business Process Analyst in a data/reporting environment
  • Demonstrated experience serving as a liaison between business stakeholders and technical teams
  • Strong experience with requirements elicitation, documentation, and process mapping
  • Experience supporting BI/reporting initiatives

Preferred Qualifications

  • Experience working with:
    • Advantage (or similar ERP systems)
    • Snowflake (data warehousing)
    • Power BI (reporting and visualization)
  • Familiarity with data modeling concepts and ETL/ELT processes
  • Experience in public sector or large enterprise environments
  • Knowledge of Agile and/or hybrid SDLC methodologies
