Job Duties
The Office of the Children's Ombudsman (OCO) with the Virginia Office of the Governor seeks a full-time Data Analyst to join our team.
Information about the authorities and responsibilities of the OCO can be found on the OCO website: www.oco.virginia.gov. Given the OCO's mission to investigate complaints and improve Virginia's Child Welfare System, the Data Analyst will need to combine technical skills with an understanding of public policy and social services.
The Data Analyst will have broad discretion to determine what data will most meaningfully support our mission, how best to generate and analyze it, and how to display and communicate findings to policymakers and the public.
The OCO uses a Case Management Tracking System (CMTS), developed by WingSwept, which serves as the repository for all complaint-related information. The system is Excel-driven and is the foundation of our Quarterly Data Reports and the data included in our Annual Report to the Governor and General Assembly. The Data Analyst will have the following responsibilities:
• Collecting, cleansing, and analyzing data from OCO complaints and the OCO's case management system.
• Ensuring data quality, integrity, and confidentiality.
• Supporting policy analysis with statistical findings and recommendations.
• Collaborating with investigators, policy staff, and leadership to answer research questions and evaluate program effectiveness.
• Complying with protocols, policies, and procedures established by the Ombudsman.
• Developing and designing graphic reports related to OCO complaint trends, agency performance, and outcomes for children.
• Other duties as assigned.
Additionally, the Data Analyst will participate with the OCO team to recommend policies, procedures, and laws to improve the child welfare system and impact individual cases. The Data Analyst will have the opportunity to:
• Participate with the OCO team in developing recommendations for the OCO's annual reports.
• Assist with special projects related to the mission of the OCO.
• Serve on external committees and workgroups.
• Attend workshops, trainings, and conferences related to child welfare.
Minimum Qualifications
• Bachelor's degree in data analytics, statistics, public administration, social sciences, or related field or equivalent years of demonstrated experience and knowledge.
• Working knowledge of child protective services and foster care program operations and policies.
• Strong analytical, reading comprehension, research, and writing skills.
• Self-starter with excellent interpersonal communication and problem-solving skills.
• Ability to work collaboratively and independently on multiple tasks.
• Experience working with the public.
Preferred qualifications:
• Experience working in a local department of social services, human services organization, or related agency.

This is an At-Will position appointed by the Governor of Virginia. The selected applicant will need to successfully pass a criminal background check. Limited travel may be required. This position is based in Richmond, Virginia. Some telework will be considered.
