Activation Program Manager Jobs in Illinois (NOW HIRING)

District Outreach Industries (DOI) seeks an experienced and mission-driven Program Manager to oversee the daily operations and implementation of the S.O.S. Help Is Here initiative. The Program Manager oversees daily operations and frontline service delivery, supervises program staff, coordinates community partnerships, monitors program performance, and ensures high-quality, trauma-informed services for participants.

The Program Manager is responsible for ensuring that outreach, crisis response, intake, case management, parental engagement, and victim service coordination activities are delivered effectively, efficiently, and in accordance with grant requirements and organizational standards.

Working closely with the Executive Director, community partners, and program staff, the Program Manager ensures services remain trauma-informed, culturally responsive, data-driven, and community-centered while advancing DOI's mission of strengthening families and reducing violence in underserved communities.

Primary Responsibilities

Program Operations and Service Delivery

• Manage the day-to-day implementation of the S.O.S. Help Is Here program.
• Ensure all program activities are delivered in accordance with approved work plans, grant requirements, and organizational standards.
• Monitor service delivery, participant engagement, and program outcomes.
• Implement operational procedures established in collaboration with the Executive Director.
• Ensure staff adherence to safety protocols, reporting requirements, and service quality standards.

Staff Supervision and Team Leadership

• Directly supervise Intake Specialists, Outreach Specialists, Case Managers, and other assigned personnel.
• Conduct staff onboarding, coaching, performance evaluations, and corrective action processes when necessary.
• Facilitate regular team meetings, case reviews, and staff development activities.
• Manage staff schedules, outreach coverage, and operational workflow.
• Promote a culture of accountability, collaboration, and continuous improvement.

Community Partnerships and Stakeholder Engagement

• Maintain strong working relationships with schools, hospitals, law enforcement agencies, victim service providers, faith institutions, and community organizations.
• Represent DOI at community meetings, District Beat meetings, and stakeholder convenings.
• Support community outreach and awareness initiatives designed to increase program visibility and accessibility.
• Assist the Executive Director in strengthening strategic partnerships and community collaborations.

Victim Services and Crisis Response Coordination

• Coordinate participant referrals and service integration with Helping Communities Help Themselves and other victim service partners.
• Ensure staff respond appropriately to crisis situations and participant safety concerns.
• Monitor crisis response activities and ensure timely documentation and follow‑up.
• Support implementation of crisis intervention and violence prevention strategies.

Program Performance, Data, and Compliance

• Monitor program deliverables, performance indicators, and service outcomes.
• Ensure accurate data collection, case documentation, and participant tracking.
• Prepare monthly reports and program updates for review by the Executive Director.
• Assist with grant reporting, audits, and compliance monitoring activities.
• Utilize program data to identify service gaps and recommend operational improvements.

Organizational Collaboration

• Collaborate with the Executive Director and leadership team on organizational initiatives and strategic priorities.
• Participate in organizational planning, cross‑program collaboration, and quality improvement efforts.
• Assist with implementation of new initiatives, community activations, and special projects.
• Perform additional duties as assigned by the Executive Director.

Supervisory Responsibilities

This position directly supervises Intake Specialists, Case Managers, and Program Support Staff (as assigned). It reports directly to the Executive Director and serves as the primary operational leader for the S.O.S. Help Is Here program.

Job Requirements

Required Qualifications

• Bachelor's degree in Social Work, Public Health, Criminal Justice, Human Services, Community Development, or related field.
• Minimum of 3 to 5 years of progressively responsible experience in violence prevention, outreach, case management, victim services, or community-based programming.
• Minimum of 2 years of supervisory experience.
• Demonstrated experience managing teams and coordinating community partnerships.
• Strong understanding of trauma-informed care, crisis intervention, restorative practices, and violence prevention strategies.
• Experience implementing grant-funded programs and tracking program outcomes.
• Strong leadership, communication, organizational, and problem-solving skills.
• Ability to work flexible hours, including occasional evenings and weekends.

Preferred Qualifications

• Master's degree in Social Work, Public Administration, Public Health, Criminal Justice, Human Services, or related field.
• Experience managing community violence intervention (CVI) or violence prevention programs.
• Familiarity with Chicago's violence prevention ecosystem and South Shore community resources.
• Experience collaborating with hospitals, schools, victim service organizations, and public agencies.
• Lived experience and strong community ties highly valued.
