Job description

Amentum, a large government contract company, is seeking a Access Control Specialist (ACS) to support the DHS/ICE Camp East Montana contract in El Paso, TX.

POSITION SUMMARY

The Access Control Specialist (ACS) is fully responsible for the processing, tracking, and submitting background investigation paperwork (like SF-86 via e-QIP/NBIS) and monitors active clearance statuses for all of Camp East Montana.

RESPONSIBILITIES

  • Collect data required to conduct background checks and collect requirements for security clearance submittal to determine an applicant's employment suitability.
  • Manage security operations and compliance, overseeing all aspects of facility security to include physical and personnel security and classified material handling (where applicable).
  • Maintain Form DD254s and prepare/ administer sub-DD254's.
  • Prepare visit requests and maintain accurate and timely data entry in security databases
  • Regular coordination and communication with government POC's for data calls and inquiries
  • Implement security policies in alignment with Government and contractual obligations. and Defense Counterintelligence and Security Agency (DCSA) standards.
  • Coordinate security clearance processing and access control procedures to maintain operational integrity.
  • Maintain compliance with DHS security and related policies, procedures.
  • Conduct self-inspections and audits
  • Administer foreign travel briefings, track and record foreign travel notifications and debriefings, foreign contact and suspicious contact reports.
  • Engage with Government security officials to address evolving security requirements and mitigate risks associated with program execution.
  • Serve as the administrator for site security systems, including account management, vendor management, system health monitoring, audit logging, and coordinating service calls.
  • Ensure compliance with badging policy for new hires, visitors, and current employees.
  • Supervise contracted guard force operations, including post orders, incident response, reporting requirements, and training.
  • Conduct regular personnel security reviews, documenting vulnerabilities and corrective actions.
  • Perform other qualified duties as assigned.

QUALIFICATIONS

  • Minimum three (3) years of experience processing, tracking, and submitting background investigation paperwork (like SF-86 via e-QIP/NBIS), in a government or military capacity.
  • Minimum one (1) year experience with guard force management preferred.
  • Knowledge of the DHS Security's Personnel Security Personnel Security, Suitability and Fitness Program, DHS INSTRUCTION 121-01-007-01, REV. 01 DEPARTMENT OF HOMELAND SECURITY PERSONNEL SECURITY, SUITABILITY AND FITNESS PROGRAM
  • Knowledge of the National Detention Standard 2025 and Detention Facility Security Operations.
  • Knowledge of the NISPOM, 32 CFR Part 117 to manage facility clearances (FCL) and personnel security clearances (PCL).
  • Knowledge of Government databases such as NISS, DISS, NBIS, ACCS preferred
  • Experience with Microsoft Office Suite (PowerPoint, Word, and Excel)
  • Working knowledge of security regulations, manuals, and processes
  • Strong, effective, and professional verbal and written communications skills
  • Active DHS clearance preferred, or the ability to obtain one
  • Must be able to obtain and maintain facility credentials/authorization. Note: US Citizenship is required for facility credentials/authorization at this work location.

EDUCATION

Bachelor's degree in an associated discipline preferred; two (2) years of experience in related field may be substituted for each year of the four (4) years of college.

WORKING AND LIVING CONDITIONS

Typical office environment with no unusual hazards, occasional lifting to 20 pounds, constant sitting while using the computer terminal, constant use of sight abilities while reviewing documents, constant use of speech/hearing abilities for communication, constant mental alertness, must possess planning/organizing skills, and must be able to work under deadlines.
