Job description

The Work

The Proposal Manager leads the proposal development team in the AFS Proposal Lifecycle to drive the development and submission of compliant and compelling proposals. The Proposal Manager takes ownership in the following:

  • Manage all aspects of the proposal process providing strategic and tactical advice and guidance to the proposal development team
  • Lead the Proposal Management Team (PMT) in the AFS proposal lifecycle to plan, communicate, and execute the required activities, review milestones, and approvals prior to proposal submission
  • Apply the Proposal Development Center's processes, tools, and templates to support all proposal development efforts
  • Establish and maintain communication with AFS Contract Management, Legal, and Pricing teams supporting the RFx to confirm effective collaboration through proposal development
  • Work with the functional area contributors to coordinate the proposal schedule, review milestones, and deliverables for all proposal documents. Provide guidance to volume leads (VLs) and writers, review the response, consult with PMT, lead color teams, and maintain schedule, keeping tasks on track. Maintain coordination / scheduling for Pricing volume.
  • Collaborate and lead the collective development of the proposal management plan such as schedule, annotated outline, kick-off presentation, daily team touchpoints, proposal contact lists, and training plan with the [proposal coordinator]
  • Reviews, understands, and deploys the AFS proposal process particularly the Proposal Management Playbook.
  • Listens proactively to suggestions from other PDC team members and makes adjustments as necessary.
  • Participates in Lessons Learned sessions when applicable to the proposal opportunity. Closes out assigned actions expeditiously.
  • Matches work schedule with the majority of the proposal team. Keeps team aware of forecasted time out of the proposal room. Identifies backup resources for 8-hour or longer absences and communicates the plan to the team.
  • Exercises good judgment and clear concise, active listening-based communication methodologies while working with proposal teams to get the work accomplished in a courteous, professional manner. Responsible for fostering a positive work environment
  • Provide on-site support to Proposal Teams when required.
  • Provides real time status updates to PDC Lead (ie RFx release, extensions, delays, submission, award notices).

What you need

  • Bachelor's degree
  • 7-10 years of experience managing federal proposals
  • Strong project management and organizational skills
  • Excellent written and verbal communication skills
  • Ability to lead cross-functional teams under tight deadlines
  • Experience developing compliant and compelling proposal content
  • Knowledge of proposal lifecycle, including capture, planning, and submission
  • Proficiency with Microsoft Office Suite (Word, PowerPoint, Excel)
  • Ability to manage multiple proposals simultaneously
  • Excellent attention to detail and quality assurance

Bonus if you have

  • Shipley or APMP certification
  • Familiarity with CRM or proposal-management tools
  • Knowledge of pricing development process
  • Experience managing FEDSIM and non-Traditional acquisitions to include Other Transaction Authority (OTAs) and Commercial Solutions Opening (CSOs) proposals preferred
