The Undersea Technology Analysis Portfolio (UTAP), within the Sea, Land, & Air Analysis Group in SPA, conducts rigorous and objective analyses to enable the Navy and other DoD organizations to make decisions, plans, and strategies to deliver emerging undersea technologies and warfighting capabilities. We support clients across the undersea and naval special warfare enterprises, including those within resourcing and requirements (OPNAV N97), acquisition (program offices for undersea technologies and naval special warfare), and science and technology (Office of Naval Research, DARPA) Our enduring capabilities include:
  • Identifying capability gaps, developing requirements, and generating solutions
  • Assessing the operational utility and technical feasibility of new technologies
  • Execution of acquisition and technology development programs, including developing plans and roadmaps to mature, deliver, and sustain new technologies
  • Analysis of vulnerabilities and threats to undersea platforms and systems
  • Quantitative analysis and modeling of undersea forces and their missions

SPA has a near term need for for a Program Analyst for upcoming support to the Program Executive Office (PEO) for Unmanned and Small Combatants (USC), located in Alexandria, VA. PEO USC, through affiliated program offices, designs, procures, and builds the Navy's small manned and unmanned surface and undersea systems, and delivers the capabilities needed to support a range of fleet operations in the at the best cost-efficient value.
Responsibilities
This role will support the Naval Special Warfare program office, PMS 340. The Program Analyst will report full-time to a client site in Virginia Beach, VA, based upon the needs of the client.

Qualifications
Required Qualifications:
  • Bachelor's Degree in a business or technical field
  • 7-10 years of experience in engineering/science management, operations research analysis or financial/cost analysis.
  • Experience in U.S. Navy programs or operations
  • Secret clearance

Desired Qualifications:
  • Master's Degree in a business or technical field
  • Project Management Professional (PMP) or equivalent certificate
  • >10 years of experience in engineering/science management, operations research analysis or financial/cost analysis.
  • Familiarity with Deep Submergence System - Scope of Certification programs
  • Significant experience with Naval Special Warfare programs
  • Experience with Small Arms acquisition programs or in NSW Special Access Programs
