Senior Scheduler
Location: Huntsville, AL (Marshall Space Flight Center)
Job Status: Full-Time

Join the NASA CPSS II team at Marshall Space Flight Center as a Program Analyst 3 to support the Science and Technology Office (STO). This is your opportunity to contribute to the Artemis missions and shape the future of space exploration.
The Program Analyst is responsible for developing, managing, and optimizing project schedules in alignment with the NASA Schedule Management Handbook. This role supports projects of varying size and complexity by ensuring schedule accuracy, integrity, and visibility across the program lifecycle.
Job Responsibilities
  • Monitor and analyze program status on a daily basis to ensure alignment with program objectives, schedules, budgets, and performance goals.
  • Provide ongoing support to the Program Management Office (PMO) in all aspects of project controls, business management, and program execution.
  • Collect, validate, analyze, and maintain program data to support informed decision-making and executive reporting.
  • Develop, maintain, and analyze program performance metrics, dashboards, and reports to identify trends, risks, and opportunities for process improvement.
  • Support Planning, Programming, Budgeting, and Execution (PPBE) activities, including budget planning, execution tracking, and financial analysis.
  • Perform business management functions as assigned by the Program Manager, supporting day-to-day program operations and strategic initiatives.
  • Support the implementation, maintenance, and continuous improvement of Earned Value Management (EVM) processes within program and project environments.
  • Assist in establishing and maintaining the Performance Measurement Baseline (PMB) in accordance with program requirements and industry standards.
  • Lead or support Integrated Baseline Reviews (IBRs), ensuring compliance with customer requirements and EVM best practices.
  • Analyze EVM performance data, identify cost and schedule variances, evaluate trends, and provide recommendations for corrective actions.
  • Prepare and present program status reports, performance analyses, and executive briefings to program leadership and stakeholders.
  • Utilize commercial EVM and project controls software, including Deltek Cobra, Empower, and other business management tools.
  • Collaborate with program managers, project controls personnel, finance teams, engineers, customers, and other stakeholders to support successful program execution.
  • Identify process improvement opportunities and recommend solutions that enhance program performance, reporting accuracy, and operational efficiency.

Minimum Qualifications
  • BS/BA.
  • 7-12 years of applicable professional experience, or 5-7 years of government or aerospace industry experience.
  • Experience supporting Program Management Office (PMO) operations, project controls, business management, or program analysis activities.
  • Working knowledge of Earned Value Management (EVM) principles and ANSI/EIA-748 guidelines.
  • Experience supporting Performance Measurement Baseline (PMB) development and maintenance.
  • Experience performing EVM analysis, variance analysis, and performance reporting.
  • Familiarity with Planning, Programming, Budgeting, and Execution (PPBE) processes.
  • Proficiency with Microsoft Office Suite, particularly Excel, PowerPoint, and Word.
  • Experience using commercial EVM tools such as Deltek Cobra, Empower, or similar project controls software.
  • Strong analytical, organizational, and problem-solving skills with the ability to interpret complex program data.
  • Excellent written and verbal communication skills, with the ability to present findings to technical and non-technical audiences.
  • Ability to manage multiple priorities in a fast-paced program environment.
  • Ability to obtain and maintain any required security clearance, if applicable.

Preferred Qualifications
  • Experience supporting NASA, DoD, or other Federal government programs.
  • Experience participating in or supporting Integrated Baseline Reviews (IBRs).
  • Knowledge of project scheduling, cost management, and integrated project controls.
  • Experience developing executive dashboards, performance metrics, and data visualizations.
  • Familiarity with Primavera P6, Microsoft Project, Power BI, or similar analytical and reporting tools.
  • Professional certification such as Project Management Professional (PMP), Earned Value Professional (EVP), or equivalent.
