Under the general direction of the Deputy Director of the Medical Board of California, the Chief of Enforcement, independently and through subordinate staff, is responsible for planning, organizing, and directing the operations of the Enforcement Program.

Special Requirements Criminal Offender Record Information
Title 11, Section 703(d) of the California Code of Regulations requires criminal record checks of all personnel who have access to Criminal Offender Record Information (CORI). Pursuant to this requirement, applicants for this position will be required to submit fingerprints to the Department of Justice and be cleared before hiring. In accordance to DCA's (CORI) procedures, clearance shall be maintained while employed in a CORI-designated position. Conflict of Interest

Minimum Qualifications
While eligibility to take a CEA examination is not restricted to persons with current permanent status in the civil service, the basis of a person's CEA eligibility impacts their employment rights when and if their CEA position is terminated:
โ€ข Employees who at the time of the CEA appointment were not employed by the state but who had previously worked for the state and had gained permanent civil service status have reinstatement rights under Article 5 (commencing with section 19140) of the Government Code, as specified in section 19889.4.
โ€ข Employees whose eligibility was based upon a legislative or nonelected exempt executive branch position are able to compete in their appointing power's promotional examinations for which they meet the minimum qualifications of the class to which they seek appointment. These employees may request a deferred examination, as specified in Government Code section 18993.
โ€ข Employees who at the time of their appointment to a CEA were from outside state civil service have the right to take a deferred examination for any open eligible list in existence at the time of the termination of the CEA for which they meet the minimum qualifications of the class to which the appointment is sought, as specified in Government Code section 19889.4.

State civil service employees must possess essential general qualifications including integrity, initiative, dependability, good judgment, and ability to work cooperatively with others.
Knowledge and Abilities
Applicants must demonstrate the ability to perform high administrative and policy - influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:
1. Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; personnel management techniques; the Department's or Agency's Equal Employment Opportunity (EEO) Program objectives; and a manager's role in EEO.

1. Technical - Enforcement activities of a regulatory agency; investigative procedures and techniques, rules of evidence, and court and administrative hearing procedures. Recommending legal and administrative actions, ensuring compliance with all state and local laws, and providing disciplinary consistency. Conducting sensitive and complex reviews of investigative matters, reviewing draft accusations, Statement of Issues, and charges to be filed, and approving, denying or proposing alternatives to licensing actions. Working closely with state and local agencies, Attorney General's office, District Attorney, Governor's Office, members of Legislature, and executive staff on investigative issues and administrative actions.
2. Management - Managing a statewide program with multiple program units and staff at all levels, including planning, organizing, and directing program operations; monitoring, evaluating and developing staff; engaging in human resource processes; overseeing and directing resource allocation and budgeting; employee recruitment and retention; strategic planning; leadership; supervision; and management accountability.
3. Program Oversight - Directing, organizing, and evaluating the operation of a program through policies, procedures, regulations, statutes and directives. Formulating and preparing a program's strategic plan and developing and implementing goals and action plans. Monitoring program performance measures, timeframes, and quality control measures to ensure compliance with laws, regulations, and policies.
4. Outreach and Communication - Acting as a lead representative for an organization using excellent interpersonal skills to provide effective verbal and written communication to present information logically, clearly, and concisely. Maintaining cooperative working relationships to communicate critical program and/or policy changes in an expeditious manner, dealing with a variety of individuals including governmental and/or industry groups in matters of significant program sensitivity.
