Job description

Schedule: Work schedule will be structured as a shift cycle of 14 days on / 14 days off and hours of work will be 12 hours per day on site in Fort McMurray

Language: English, Comunication in Chinese is an asset (but not a strict requrirement).

Responsibilities

  • Supervises and directs employees involved in production, maintenance, construction through foreman and other lead staff.
  • Leads company procurement operations, formulates procurement strategies, organizes the contractor selection process, and makes final decisions on key contractor selections.
  • Develops and implements Indigenous procurement strategies; manages and qualifies Indigenous-owned company contractors, and oversees their access and participation in project contracting in alignment with regulatory and community engagement requirements.
  • Ensures project safety planning is completed and followed.
  • Direct major maintenance or upgrading projects for new or existing installation projects.
  • Works to the priorities of stake holders to ensure Project services resources and third parties (vendors and subcontractors) deliver high-quality outputs and analysis.
  • Collaborates in reviewing project proposal or plan to determine time frame, funding limitations, procedures for accomplishing project, staffing requirements, and allotment of available resources to various phases of project.
  • Partners with PM in establishing work plan and staffing for each phase of project, and arranges for recruitment or assignment of project personnel.
  • Works in partnership with PM conferring with project staff to outline work plan and to assign duties, responsibilities, and scope of authority.
  • Collaborates with PM in directing and coordinating activities of project personnel to ensure project progresses on schedule and within prescribed budget.
  • Communicating regularly with both Client and corporate management personnel.
  • Assuming overall responsibility for project controls activities, which includes, but is not limited to project cost estimate, project schedule, project safety performance, project reporting requirements, and ensure timely issue.
  • Ensure that all Health & Safety policies, procedures, rules and regulations are adhered to and are regularly reviewed, updated and communicated.
  • Oversee installations, maintenance and disposal of substances, plant and equipment to ensure conformity with applicable laws and industry best practice.
  • Prepare review and/or update health, safety, social and environmental management plans.
  • Conduct risk assessment and enforce preventative measures on HSSE practices
  • Inspect work sites and the work of personnel on a regular basis to identify issues or non-conformity, and enforce necessary actions where unsafe acts or processes that seem dangerous or unhealthy are detected.

Qualifications

  • Bachelor's Degree in Thermal and Power Engineering or Geological Engineering, Petroleum Engineering.
  • Minimum of 5 years’ experience in an operations management role in the international Oil & Gas Industry, including 5 years of advanced SAGD experience in heavy crude oil production and oil sands production.
  • Minimum of 5 years’ experience in the Canadian Oil & Gas industry with an EPC (Engineering, Procurement and Construction) service company.
  • Minimum of 5 years’ experience in HSSE management both company and field levels.
  • Ability and willingness to legally travel internationally intermittently for business purposes.
  • Willingness to work overtime due to time difference. This is to cater both CPECC’s headquarters between China and Canadian local office.
  • ABSA 3rd Class Power Engineering required.
  • Peer Auditor Certificate or Auditor Training Program (ATP) Certificate is required.
  • In the past work experience, at least participated in or led one SAGD patented technology, and the patent certificate is preferred.
  • The following site/field work related safety certificates are required: H2S Alive, Fall Protection, Standard First Aid & CPR certificates.
  • Ability to communicate fluently (in writing and orally) in English.
  • Comunication in Chinese is an asset (but not a strict requrirement).

Wage and Benefits

  • 3-Years Term, full time employee.
  • The base annual salary is $ 127,121 Canadian dollars based on a total of 2,184 work hours per year. This includes 2,080 regular hours at $55.56/hour and 104 OT hours at $111.12/hour. Eligible Incremental raise in excess of 3% may occur and would be reflected in the bonus plan pending on annual performance review.
  • Benefits: Group insurance, Paid vacation days, Camp allowance, eligible to participate in the Company's short-term incentive program (the "Bonus Plan").
