The Director of Pharmacy Services provides strategic leadership, administrative oversight, clinical expertise, and regulatory stewardship for all pharmacy operations at People’s Community Clinic (People’s). Serving as the Pharmacist-in-Charge (PIC), the Director is accountable for the safe, effective, financially sustainable, and compliant delivery of pharmacy services across the organization. Responsible for ensuring compliance with all applicable federal, state, accreditation, and regulatory requirements, including Texas State Board of Pharmacy regulations, DEA requirements, HRSA regulations, 340B program requirements, and PCMH standards. The position works collaboratively with clinical, operational, finance, informatics, and quality leaders to ensure pharmacy services support People’s mission, strategic plan, Patient-Centered Medical Home model, and population health goals.

This position works as a member of a care team to coordinate patient care and support patients and families in self-management, self-efficacy, and behavior change. Care team members are expected to assess and manage the health needs of the patient population and to communicate effectively with all patients, especially vulnerable populations.

Under the supervision of the Chief Medical Officer, this individual’s primary responsibilities include:

Pharmacy Operations Management

• Oversees all pharmacy operations.

Pharmacist-in-Charge (PIC) Responsibilities

• Serves as Pharmacist-in-Charge as defined by the Texas State Board of Pharmacy and other applicable regulatory agencies.
• Interprets, verifies, dispenses, administers, packages, labels, and distributes medications and medical devices.
• Reviews prescriptions for appropriateness, medication interactions, duplication, dosing concerns, and patient safety issues.
• Provides medication counseling to patients and caregivers.
• Collaborates with providers regarding medication therapy management and therapeutic recommendations.
• Ensures compliance with controlled substance regulations and DEA requirements.
• Monitors medication safety practices and reports quality-related events as required.
• Maintains accountability for medication storage, inventory control, pricing, and record retention.
• Oversees management and disposition of expired, returned, and recalled medications.
• Participates in direct patient care activities as operational needs require.

Regulatory Compliance and Accreditation

• Maintains compliance with all applicable federal, state, and local pharmacy laws and regulations.
• Develops and updates pharmacy policies and procedures in response to regulatory and accreditation changes.
• Ensures readiness for audits, inspections, accreditation reviews, and compliance assessments.
• Leads corrective action plans and compliance improvement efforts when necessary.

340B Program Leadership

• Serves as organizational leader for pharmacy-related 340B activities and compliance.
• Oversees program implementation, optimization, monitoring, and audit preparedness.
• Collaborates with internal and external stakeholders to maximize patient benefit while maintaining regulatory compliance.
• Ensures appropriate controls to prevent diversion, duplicate discounts, and other compliance risks.
• Maintains oversight of contract pharmacy relationships and related vendor partnerships.
• Provides leadership reporting regarding 340B program performance and compliance metrics.

Financial Management

• Develops and manages pharmacy operational and capital budgets.
• Monitors pharmacy financial performance and productivity metrics.
• Oversees purchasing activities, vendor relationships, and contract negotiations.
• Partners with Finance leadership to optimize pharmacy revenue, inventory control, and purchasing strategies.
• Reviews and approves pharmacy-related expenditures and travel expense reports.
• Develops business plans and recommendations for pharmacy growth and service expansion.

Quality Improvement and Analytics

• Develops pharmacy quality metrics and key performance indicators (KPIs).
• Creates and maintains pharmacy dashboards to monitor operational, financial, quality, and patient experience outcomes.
• Participates in Quality Improvement Committee and organizational quality initiatives.
• Leads pharmacy-related process improvement efforts and performance improvement projects.
• Promotes medication safety, quality assurance, and evidence-based pharmacy practices.
• Utilizes data to identify opportunities for improvement and operational excellence.

Staff Leadership and Development

• Recruits, interviews, hires, trains, supervises, and evaluates pharmacy personnel.
• Establishes performance expectations and accountability standards.
• Provides coaching, mentoring, and professional development opportunities.
• Conducts performance evaluations and ongoing staff development activities.
• Ensures staff competency assessments, licensure, certifications, and training requirements are maintained.
• Fosters a culture of collaboration, accountability, engagement, and continuous improvement.

Organizational Collaboration

• Collaborates with medical, nursing, behavioral health, operations, information technology, informatics, quality, and finance departments.
• Participates in provider meetings, administrative meetings, operational workgroups, and committee activities.
• Provides pharmacy education and consultation to providers, staff, and leadership.
• Supports provider onboarding and organizational education initiatives.
• Maintains productive relationships with vendors, wholesalers, pharmacy benefit managers, regulatory agencies, and external partners.
• Responsible for running and coordinating monthly Pharmacy & Therapeutics meetings.

Education and Experience

Required

• Doctor of Pharmacy (PharmD) from an accredited school or college of pharmacy.
• Minimum five (5) years of progressive outpatient pharmacy experience.
• Minimum three (3) years of pharmacy leadership or supervisory experience.
• Minimum two (2) years of experience with:
  • Federally Qualified Health Centers (FQHCs)
  • 340B Drug Pricing Program operations
  • HRSA compliance
  • Ambulatory care pharmacy services

Preferred

• Board Certified Ambulatory Care Pharmacist (BCACP).
• 340B Advanced Operations Certificate (340B ACE).
• Experience opening or managing new pharmacy operations.
• Experience with Ambulatory pharmacy technology systems.
