Job Description
HII Mission Technologies has an immediate opportunity for an Acquisition Program Manager Analyst supporting the Propulsion Directorate at Wright-Patterson Air Force Base, OH. The candidate will provide a full range of program management support in accordance with DoDD 5000.01, Defense Acquisition System, DoDI 5000.02, Adaptive Acquisition Framework, and AFI 63-101/20-101, Integrated Life Cycle Management guidance and will serve as an adviser to government personnel. Duties will include planning, executing, and controlling acquisition programs through all phases of the acquisition lifecycle.
The ideal candidate for this position is self-motivated, possesses broad U.S. Air Force acquisition experience, is comfortable in a dynamic, fast-paced, collaborative work environment, and can identify and prioritize necessary tasks/activities to ensure program and organizational success.
Essential Job Responsibilities
Assist in the development of:
o Documentation of acquisition strategies
o Program documentation as identified in AFI 63-101/20-101, Integrated Life Cycle Management
o Statements of Work or Performance Work Statements and other Request for Proposal documents
• Support:
o Technical evaluation of program proposals
o Identification, analysis, mitigation development, and monitoring of program risks, issues, and opportunities
o Development and analysis of program Integrated Master Schedules
o Analysis of program cost performance (Earned Value Management) and implementation of corrective actions
Minimum Qualifications
Active SECRET clearance with ability to obtain TOP SECRET with SCI (TS/SCI) clearance
6 years relevant experience with Bachelors in related field; three (3) of those years must be in DoD Acquisition Programs; 4 years relevant experience with Masters in related field; two (2) of those years must be in DoD Acquisition Programs; or High School Diploma or equivalent and 10 years relevant experience.
Broad knowledge and demonstrated application of DoD and Air Force program management policies and procedures on an ACAT Ill or higher modification program on a major weapon system
• Ability to work effectively both independently and a part of a collaborative team
• Excellent written and verbal communications skills
Preferred Requirements
Highly Desired Experience
• Experience supporting configuration management activites, including maintaining project baselines, tracking version control, and managing changes to strategic documents and project artifacts
Experience processing Engineering Change Proposals (ECPs), managing Proposed Change Work submittals, and facilitating Configuration Control boards
Desired Technical Experience:
• Knowledge of:
o Requirements development and verification methods to include review of ICD, sustainment, T&E, system architectures, and airworthiness certification across a wide range of hardware and software systems
o Policies and practices of systems acquisition and program management as defined in Department of Defense Instruction 5000.02 and Air Force Instruction 63-101/20-101
