Job description

Description The Westerville Electric Division is seeking an Electric Field Superintendent with strong maintenance and construction project experience, and service-oriented skills to join a tight-knit team of ~47 full-time employees. SUPERVISION Under the general direction of the Electric Utility Manager, this position oversees the maintenance and construction projects of the Electric Division. ESSENTIAL FUNCTIONS OF WORK Plan and coordinate maintenance and construction projects for the Electric Division; communicate with engineering and operations personnel to establish project timelines; review work orders and daily work requests; schedule work crews; prioritize and assign work orders to line supervisors; collaborate with other departments and community organizations; ensure job safety and proper training; supervise construction; prepare reports and conduct follow-up on equipment, personnel, and system configuration needs. Oversee supervisors, maintenance, construction, and seasonal staff; interview, recommend for hire, and train staff; conduct annual performance evaluations; approve leave and overtime; take and recommend disciplinary action; review and approve time records or reports for payroll; maintain personnel records.

Write specifications for projects and purchasing; order supplies, equipment, and materials; ensure proper equipment and materials are available; ensure proper maintenance and replacement of equipment; locate supplies and parts necessary to perform specific projects. Oversee the development and implementation of safety policies and ensure compliance with safety regulations. Handle service calls and complaints from the public; interact and coordinate with utility companies, sub-contractors, and other agencies; perform follow-up inspection and review of work completed; oversee and inspect work performed by sub-contractors; handle emergency power problems to restore power immediately.

Attend project progress meetings sponsored by the City, developers, and other utilities pertaining to Electric Division facilities. Perform other related tasks as assigned. EQUIPMENT OPERATED: The following are examples only and are not intended to be all inclusive: Computer, printers, copier, telephone, and other standard business office equipment, motor vehicles, and computer software (e.g., Microsoft Office, Adobe, SCADA, GIS, City Works, etc.)

PHYSICAL REQUIREMENTS / WORK ENVIRONMENT: The employee ascends and / or descends ladders, stairs, or scaffolds; works on and around powered platforms and/or vehicle mounted platforms (e.g., manlifts, fire trucks); is exposed to possible injury as a result of electrical shock; is exposed to possible injury as a result of falling from high places; has contact with potentially violent or emotionally distraught persons; has exposure to potentially vicious animals; has exposure to life threatening situations; has exposure to hot, cold, wet, humid, or windy weather conditions; has exposure to hazardous driving conditions. Note: In accordance with the U.S. Department of Labor physical demands strength ratings, this is considered light work

MINIMUM REQUIREMENTS OF WORK An example of acceptable qualifications (at least one of the following): Completion of high school diploma or GED; and Over eight (8) years of progressively responsible experience in electrical maintenance and construction including 3 years of supervisory experience; Must possess a valid Ohio driver's license and remain insurable under the City's vehicle insurance policy, a Journeyman Lineworker apprenticeship or certification preferred, and a Commercial Driver's License Class A preferred. Any combination of education, training and/or experience equivalent to the minimum qualifications stated above. KNOWLEDGE, SKILLS, AND ABILITIES: (*Indicates developed after employment) KNOWLEDGE OF: principles and practices of electric power line system construction, operation, and maintenance, materials, tools, and equipment used in the installation, maintenance, and repair of an electrical distribution system, safety practices and procedures, electric theory, department budget planning and development, safe and correct use of heavy equipment, hand and power tools, office practice and procedures, English grammar and spelling, records management, supervisory principles and practices, personnel administration, agency goals and objectives*, agency policies and procedures; SCADA.* SKILL IN: typing and data entry, word processing, computer operation use of modern office equipment and software, critical thinking, judgment and decision making

ABILITY TO: develop long range plans and design engineering plans, develop operating budgets, train and instruct others, deal with many variable and determine specific action, exercise independent judgement and discretion, determine material and equipment needs, complete routine forms, compile and prepare reports, communicate effectively, conduct effective interviews, develop and maintain effective working relationships, operate a motor vehicle, demonstrate professionalism, apply management principles to solve agency problems.* POSITIONS DIRECTLY SUPERVISED: Electric Utility Forester, Line Supervisor, Line Worker, and Lead Traffic Signal Technician.
