Job description

Property & Income Coordinator

The Property & Income Coordinator reports directly to the Program Manager at the applicable U.S.VETS site and is responsible coordinating and supervising facility, income, and housing support services delivered by U.S.VETS including monitoring and coordinating with landlords and maintaining housing quality standards for all U.S.VETS project-based and scattered-site housing units.

FLSA Classification: Non-ExemptOR Exempt (if supervising 2+ staff)

Responsibilities

  • Assists the Program Manager develop and maintain a therapeutic milieu in accordance with U.S.VETS' Mission and Philosophy
  • Supervises the Facility Maintenance Specialist, Income & Benefit Specialist, Housing Specialist, and Veteran Support Specialist and ensuring the effective delivery of support services
  • Oversees hygiene and safety standards of all units according to the Housing and Urban Development's (HUD) Housing Quality Standard (HQS)
  • Inspects apartments, smoke detectors, and fire extinguishers and reviews emergency escape plans and unit up-keep with residents
  • Facilitates move-in/move-out process and ensures preparation of vacated units for the next clients' move-in
  • Consults with landlords and management companies, as needed or directed, regarding responsibilities to units and ensures that repairs are made
  • Attends in-service and other training as available and appropriate to meet agency standards
  • Provides information regarding applicable housing laws and regulations where necessary
  • Coordinates and collaborates with the site's Operations Manager on lease ends, lease renewals, landlord negotiations, and current lease agreements
  • Establishes and maintains relationships with housing providers
  • Establishes community contacts to obtain listings of available housing and other housing resources, including subsidy programs
  • Maintains records and prepares technical and statistical reports on housing placement
  • Maintains furniture and equipment database to track all property in U.S.VETS units ensuring that they are updated during move-in and move-out
  • Establishes schedules and methods for providing facility maintenance services, identifies resource needs, reviews needs with appropriate management staff, and allocates resources accordingly
  • Assist with developing site goals and objectives as well as policies and procedures; makes recommendations for changes and improvements to existing standards, policies, and procedures; participates in the implementation of approved policies andprocedures; monitors work activities to ensure compliance with established policies and procedures
  • Helps prepare and administer the facility maintenance budget, submits budget recommendations, monitors expenditures, prepares cost estimates, submits justifications for equipment , and monitors budget expenditures
  • Obtains and maintains Occupational Safety and Health Administration (OSHA) Certification, and other fire inspection and facility maintenance related certifications for applicable facilities
  • Develops and organizes preventative maintenance and safety inspection programs for all facilities.
  • Conducts regular unit inspections to ensure OSHA and HQS compliance at all times
  • Adheres to the maintenance work order policy and maintains a work order log
  • Participates in the site's Health & Safety Committee as Site Safety Officer
  • Trains or coordinates training in facility maintenance and safety methods, procedures, and techniques for appropriate staff
  • Conducts internal audits of housing unit inspections, client files, and participates in monitoring visits to ensure overall organizational integrity within the program and compliance with all federal and other regulations
  • Facilitates weekly and monthly department meetings
  • Participates in housing calls and conferences.
  • Submits weekly, monthly, and quarterly reports to Management
  • Coordinates special projects as identified by Executive Director, Director of Behavioral Health, Program Manager, and Operations Manager
  • Performs other duties as assigned

Requirements

  • High School diploma or General Education Degree (GED) equivalent
  • Minimum 5 years of Facility Management experience
  • Minimum of 2 years of supervisory experience in social services
    • Two years of employment at U.S.VETS may substitute for supervisory experience
  • Understands the applicable State and local Landlord and Tenant code and its application to residents and units
  • Ability to work effectively with a diverse group of clients, staff, and community members
  • Excellent written and oral communication skills
  • Leadership and conflict management skills
  • Demonstration of personal and financial integrity in the workplace
  • Ability to take direction, work independently with minimal oversight, and to work within a team
  • Computer literacy and proficiency using applications in the Microsoft Office suite
  • Valid driver's license required. Must meet company insurance requirements andcomplete a provided driver training course.
