Job description
You will serve as a PROGRAM ANALYST in the Public Works Directorate Business Line of NAVAL FACILITIES ENGINEERING SYSTEMS COMMAND HAWAII.Qualifications:Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Identifying military facility/operation requirements and ensuring financial resource availability for required repair/maintenance through government financial planning, i.e. general fund budget concepts; 2) Utilizing performance metrics and key performance indicators, data gathering and analytics, presenting recommendations, and exercising sound judgement; 3) Tracking program resources, and analyzing and recommending decisions for timely program financial success; 4) Providing information on a broad range of administrative laws, policies, regulations, and precedents. *NOTE: This information must be supported in your resume to be considered for the position.

Have successfully completed a Ph.D. or equivalent doctoral degree.
OR
Have successfully completed three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent degree.
OR
Have successfully completed an LL.M. degree that is related to the position being filled.
OR
Have a combination of experience and education that equates to one year of experience. Percentage of education plus percentage of experience must equal 100%. *See Qualification weblink under Qualifications.
