    Job description

    About theta.
theta. is an SBA-Certified 8(a) & HUBZone digital integration and management firm based in Baltimore, MD, working to create a world where tech works for everybody. Our mission is to bridge the gap between the intersection of innovation & technology and practical applications that serve the public interest.
We specialize in creating software that enhances efficiency, security, and accessibility in government operations. Our commitment to be of service, be passionate, and be different drives us to deliver projects that make a significant impact.
This position is contingent upon contract award.
    Position Overview:
We are seeking a Senior Delivery Lead to drive predictable, transparent delivery for complex federal software programs operating in governance- and security-constrained environments. You will own team cadence, flow management, and impediment removal, helping ensure operational insight is delivered as a capability without unnecessary bureaucracy.
You will partner with Product, Engineering, DevSecOps, QA, and government stakeholders to keep delivery moving, surface risks early, and make outcomes measurable.
    Key Responsibilities:
    • Run delivery cadence with sprint planning, refinement, reviews, and retros; maintain team working agreements.
    • Manage flow: identify bottlenecks, unblock work, reduce context switching, minimize WIP.
    • Maintain lightweight delivery governance: status, risk, and decision logs; ensure follow-through.
    • Coordinate dependencies across engineering, DevSecOps, QA, and stakeholder teams.
    • Drive release readiness discipline with quality and security expectations baked into delivery.
    • Support cross-team coordination when scaling (shared backlog governance, dependency tracking, syncs).
    • Report delivery health using meaningful metrics (lead time, cycle time, blocked time, reliability trends).

    Basic Qualifications:
    • 8+ years as a Delivery Lead (or equivalent) supporting Agile software teams.
    • Demonstrated ability to remove impediments and maintain delivery flow in regulated or government settings.
    • Strong facilitation skills across planning, refinement, reviews, retros; able to manage conflict constructively.
    • Practical understanding of DevSecOps and quality gates (release readiness, testing discipline, approvals).
    • Strong written communication (brief, accurate, decision-oriented status updates).
    • U.S. Citizenship required.
    • Must be able to meet any other requirements for government contracts for which they are hired (e.g., must reside in the U.S., Security Clearances).
    • Some of our clients may request or require travel from time to time. If this concerns you, we encourage you to apply and discuss it during your initial interview.

    Preferred Qualifications:
    • Experience supporting federal or defense software programs.
    • Experience with multi-environment delivery constraints and approval workflows.
    • Experience supporting capacity-based delivery models (pods/scrum teams scaled by demand).
    • Experience coordinating multiple teams without heavy frameworks.

    Why Join theta.?:
    • Work on mission-driven modernization efforts serving the public interest
    • Collaborate with a team that values disciplined delivery and practical execution
    • Operate in environments where unblocking work and improving flow directly impact real outcomes.
    • Competitive compensation and comprehensive benefits

If you are a disciplined, action-oriented Delivery Lead who thrives in complex environments, someone who can remove impediments, keep teams aligned, and make delivery predictable without adding bureaucracy, we encourage you to apply. If you believe transparency, flow, and follow-through are what turn mission goals into real capability, we invite you to join our team at theta.
    Salary Range: $125,000 - $140,000 (DOE and project-specific details)
