    Job description

What to Expect As a Pre-Construction / Development Project Manager at Tesla, you will hold a strategically critical position in shaping the foundation of Tesla's next era of innovation. You will lead the development and utility infrastructure planning for large-scale factory buildouts - spanning greenfield sites, brownfield reactivations, and advanced manufacturing expansions - ensuring our facilities are engineered for speed, scalability, and sustainability from day one. Your scope will include ownership of core utility systems - electrical distribution, water, gas, HVAC, compressed air, process cooling, and waste handling - translating high-power manufacturing demands into resilient, future-ready infrastructure. You'll define how power flows, how utilities scale, and how systems integrate at the earliest stages - long before construction begins. Operating at the intersection of engineering, operations, and capital execution, you'll collaborate with R&D, Design, Construction, and Manufacturing teams to de-risk projects early, compress timelines, and enable rapid deployment. Your work in the pre-construction phase directly determines whether Tesla can move fast, scale globally, and deliver the impossible. If you're driven by impact, thrive in ambiguity, and want to help build what the world doesn't yet know is coming - this is your role.
    What You'll Do
    • Lead end-to-end pre-construction and development phases for capital infrastructure projects, including site preparation, building development, utility systems, and manufacturing line integration
    • Translate high-level project concepts and R&D technology roadmaps into actionable infrastructure requirements, scope packages, and execution strategies
    • Develop and manage integrated master schedules, aligning engineering, procurement, permitting, and construction milestones with strategic production timelines
    • Break down complex, site-wide initiatives into phased deliverables and scheduling packages, enabling early procurement, modular construction, and parallel workstreams
    • Own budget development and cost forecasting, including material buyouts, subcontractor evaluations, labor modeling, and contingency planning - ensuring financial rigor from day one
    • Lead bid evaluations, scope validation, and contractor selection processes, ensuring technical and commercial alignment with Tesla standards
    • Conduct detailed reviews of design documents, P&IDs, single-line diagrams, and construction plans to ensure constructability, completeness, and compliance

    What You'll Bring
    • Bachelor's Degree in Mechanical Engineering or equivalent experience
    • 2-5+ years of experience in pre-construction, project development, or technical project management within industrial, manufacturing, energy, or large-scale commercial construction environments (1M+ sq. ft. projects preferred)
    • Proven track record in full lifecycle project planning, from concept through execution, with emphasis on pre-construction scope definition, scheduling, and budgeting
    • Direct experience owning utility infrastructure scope (electrical distribution, process water, natural gas, HVAC, compressed air, process cooling, and waste systems) from concept through design, including load forecasting, routing strategy, and interface management with manufacturing equipment
    • Strong proficiency in schedule management; working knowledge of Microsoft Project, BlueBeam, Procore, or equivalent project management tools
    • Expertise in project controls, including cost estimating, change management, risk analysis
    • Demonstrated ability to lead cross-functional teams (engineering, design, procurement, construction) and influence without direct authority
