    Summary
    This position is located in the Department of Health and Human Services, Assistant Secretary for Planning and Evaluation, headquartered in Washington, District of Columbia.

    As a Social Science Analyst, you will:
    • Conduct reviews and analyze budget, programmatic, regulatory, legislative, and research information related to health or human services programs and policy; propose and implement research, policy, and program analysis activities using qualitative and quantitative methodologies to analyze complex data sets and inform recommendations for program improvement.
    • Develop reports, issue papers, memoranda, presentations, talking points, and other materials summarizing research findings and policy recommendations; provide verbal briefings highlighting key points to management and leadership officials.
    • Coordinate and maintain collaborative relationships with HHS offices, agencies, stakeholders, and external partners to support program planning, research, evaluation, and policy coordination activities related to health and human services initiatives.

    WHAT WE ARE LOOKING FOR
    You must possess the Basic Requirement and Specialized Experience Requirement below to be qualified for this position.
    Basic Qualifications:
    You must possess one of the items listed below (A or B or C):
    A. Degree: behavioral or social science; or related disciplines appropriate to the position.
    OR
    B. Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
    OR
    C. Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
    AND
    Minimum Qualifications: You must have one year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-12 grade level in the Federal service performing ALL of the following:
    • Conducting social science research and policy analysis related to health or human services programs using qualitative and quantitative methods.
    • Presenting policy recommendations, reports, and briefings to senior leadership based on analysis of program data and evidence.
    • Participating in the coordination of projects or initiatives that involve multiple stakeholders, including cross-agency efforts, that support program planning or evaluation activities.

    Experience refers to paid and unpaid experience, including volunteer work done through national Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
