The Senior Cost Manager will own project budgets, committed costs, forecasts, cash flow, and change management from preconstruction through closeout. This individual will serve as the primary financial steward for assigned projects, ensuring cost transparency, forecast accuracy, and proactive risk management while providing executive-ready reporting and recommendations.
The ideal candidate combines strong construction cost management expertise with the ability to communicate complex financial information to project teams, clients, and executive stakeholders.
Key Responsibilities:
Cost Management & Forecasting
  • Lead cost management activities for healthcare construction and infrastructure projects.
  • Own project budgets, committed costs, forecasts at completion (EAC), cash flow projections, and cost reporting.
  • Develop and maintain accurate cost-to-complete forecasts throughout project lifecycles.
  • Establish and maintain consistent cost coding structures and work breakdown structures (WBS).
  • Analyze budget variances and explain forecast drivers to project teams and executive leadership.

Change Management & Risk Control
  • Lead project cost change control processes, including evaluation of scope, design, and phasing changes.
  • Maintain change logs, cost trend logs, and contingency tracking tools.
  • Assess cost risks, escalation impacts, and contingency exposure.
  • Recommend mitigation strategies and recovery plans to maintain budget objectives.

Cost Reporting & Financial Governance
  • Prepare executive-level weekly and monthly cost reports and financial narratives.
  • Communicate key cost drivers, budget variances, risks, opportunities, and required decisions.
  • Ensure cost governance processes are consistently applied across assigned projects.
  • Support compliance with owner requirements and audit standards.

Cost Validation & Reconciliation
  • Reconcile contractor and consultant cost reports with client and company systems.
  • Review and validate pay applications, invoices, accruals, and supporting documentation.
  • Establish and maintain a single source of truth for project financial data.
  • Support owner audits and financial closeout activities.

Stakeholder Collaboration
  • Partner with Project Managers, Accounting teams, contractors, consultants, and client representatives.
  • Lead cost review meetings and drive timely resolution of financial issues.
  • Support project closeout efforts, including final account reconciliation and lessons learned.
  • Promote continuous improvement of cost management processes, templates, and reporting standards.

Required Qualifications
  • Bachelor's degree in Engineering, Construction Management, Finance, Accounting, or a related field.
  • 7+ years of progressive experience in construction cost management, cost engineering, or project financial management.
  • Experience supporting healthcare, institutional, or large-scale infrastructure capital programs.
  • Demonstrated ownership of project budgets, forecasts, committed costs, and cash flow management.
  • Strong knowledge of:

    • Cost coding structures and audit requirements
  • Experience managing:

    • Trend tracking
    • Risk management
    • Contingency planning
  • Proficiency with cost management systems, reporting tools, and dashboards.
  • Strong written and verbal communication skills.
  • Ability to influence stakeholders without direct authority.

Preferred Qualifications
  • Familiarity with active healthcare campus environments and associated constraints, including infection control and phased construction.
  • Professional certifications such as:

Working Hours: On-Site, Full-Time, Exempt
Compensation Range: $180,000-$250,000 annually, depending on skills, experience and education.
