Main Purpose of Job

The main purpose of this position is to provide full performance and expert advice, guidance and\r\ndirection in the area of Geographic Information Systems (GIS) for the Information Technology Service (ITS) of the Department of Natural Resources (DNR). This position will also plan, develop, maintain and enhance departmental GIS systems. This position receives general supervision from a DP Assistant Director while performing the full spectrum of application and database development with Geographic Information integration.\r\n\r\n\r\nThis position supports the department goals of providing application and data support associated with land conservation and stewardship of DNR's real estate interests (e.g., state forests and parks, wildlife management areas, fish management areas, conservation easements).\r\n

POSITION DUTIES

The Department of Natural Resources, Information Technology Service, Tawes Building, Annapolis, MD, is currently accepting applications for an IT Programmer Analyst, Advanced. This position is a full performance position responsible for all phases of the software development life cycle (SDLC) including: analyzing, planning, designing, developing, testing, implementing, and maintaining custom developed software applications for the Department of Natural Resources. This position will take the lead on any Geographic Information Systems (GIS) development projects at the Department.\r\n

MINIMUM QUALIFICATIONS

Experience:Six yearsof experience, two years of experience designing, developing, testing, implementing andmaintaining applications systems and programs using generally accepted computer programming languages or other developmental tools and an additional four years of experience converting data from project specifications by writing program code using generally accepted computer programming languages or other developmental tools.\r\nNotes:\r\n1. Candidates may substitute six credit hours of coursework in application analysis and programming using generallyaccepted computer programming languages or other developmental tools for six months of the required experience.\r\n2. Candidates may substitute graduation from an accredited high school or possession of a high schoolequivalency certificate and eighteen months of experience converting data from project specifications by writing program code using generally accepted computer programming languages or other developmental tools for the additional four years of the required experience.\r\n3.Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate and fifteen credit hours from an accredited college or university in systems analysis and application programming using generally accepted computer programminglanguages or other developmental tools for the additional four years of the required experience.\r\n4. Candidates may substitute experience on a year-for-year basis in one of the following areas: operating computers, scheduling, controlling input and output or maintaining backups or data storage, processing data on computers, evaluating, implementing and maintaining hardware and software, for a high school education.\r\n5. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university in Information Technology, Computer Science, Management Information Systems, or other information technology related field and two years of experience designing, developing, testing, implementing and maintaining applications systems and programs using generally accepted computer programming languages or other developmental tools for the required experience.\r\n6. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Computer SystemsProgramming classifications or Computer Systems Programming specialty codes in the Information Technology field of work on a year-for-year basis for the required experience.\r\n

SELECTIVE QUALIFICATIONS

Applicant must have professional experience developing, testing, implementing, and maintaining web and mobileapplications using Microsoft Visual Studio, C#, Python, Microsoft SQL Server, and Environmental Systems ResearchInstitute (ESRI) GIS Software.\r\n

DESIRED OR PREFERRED QUALIFICATIONS

\r\n Two (2) years of experience developing with Python, JavaScript, R, Visual Studio, C#.\r\n Two (2) years of experience developing SQL databases, SQL queries, and stored procedures.\r\n Two (2) years of experience with web development frameworks (Angular, React, etc.)\r\n One (1) year of experience developing mobile applications.\r\n One (1) year of experience with developing with artificial intelligence including API integrations using popular LLMs(Gemini, GPT series,, Claude, etc)\r\n One (1) year of experience with developing AI Agents\r\n One (1) year of experience working with AI/ML Frameworks &Libraries such as TensorFlow, PyTorch or ONNX\r\n Two (2) years of experience leading meetings and working with a team.\r\n Highly effective oral and written communications skills including the ability to develop clearly written, understandable and complete English project/user documentation.\r\n Experience developing and delivering software under agile methodologies\r\n\r\n

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Persons in this position may be assigned duties which require the operation of an automobile or other motor vehicle. Employees assigned such duties will be required to possess the appropriate operator's license valid in the State of Maryland.\r\n
