  • Location: Smyrna, GA 30082
  • Job Type: Fulltime - Onsite/In-office


Position Overview

We are seeking an experienced Proposal/Pursuit Manager to lead high-profile pursuits for complex Design-Build and CMAR infrastructure projects.


This role is responsible for managing the complete proposal lifecycle, developing winning pursuit strategies, creating compelling proposal content, and collaborating closely with Executive Leadership, Operations, and Business Development teams.


This is a 100% onsite/in-office position based in Smyrna, GA, offering significant executive visibility and the opportunity to make a measurable impact on large-scale infrastructure pursuits.

Key Responsibilities:

  • Manage the entire proposal lifecycle from opportunity identification through submission and award.
  • Develop pursuit strategies and identify compelling win themes that differentiate proposals.
  • Write, edit, and coordinate high-quality proposals, Statements of Qualifications (SOQs), interview presentations, and award submissions.
  • Coordinate proposal schedules, kickoff meetings, assignments, reviews, and production deadlines.
  • Design and maintain proposal templates, interview materials, infographics, and branded marketing collateral using Adobe Creative Suite.
  • Lead shortlist presentation development and coach technical and operational teams for client interviews.
  • Establish, implement, and manage a comprehensive Digital Asset Management (DAM) system.
  • Maintain proposal libraries, project resumes, marketing assets, and CRM records.
  • Ensure full compliance with RFP/RFQ requirements and internal quality standards.
  • Support corporate marketing initiatives and continuous improvement efforts.
  • Collaborate with Business Development, Operations, and Executive Leadership to develop successful pursuit strategies.


Required Qualifications:

  • Proven proposal management experience within the Architecture, Engineering, or Construction (A/E/C) industry.
  • Experience supporting Design-Build, CMAR, or Heavy Civil infrastructure pursuits.
  • Strong proposal writing, editing, storytelling, and pursuit strategy development skills.
  • Ability to identify and develop compelling client-focused win themes.
  • Advanced proficiency in Adobe InDesign and Adobe Creative Cloud.
  • Strong Microsoft Office skills, including Word, Excel, Outlook, and PowerPoint.
  • Experience managing multiple deadlines in a fast-paced environment.
  • Excellent communication, presentation, and organizational skills.
  • Ability to confidently collaborate with executive leadership and cross-functional teams.
  • Valid driver's license with a clean driving record.
  • Ability to pass a pre-employment drug screening and physical.
  • Authorization to work in the United States.


Preferred Qualifications:

  • Water and wastewater infrastructure proposal experience.
  • Experience with Design-Build and CMAR delivery methods.
  • Experience with Unanet CRM or similar proposal management platforms.
  • Experience implementing or managing Digital Asset Management (DAM) systems.


Work Environment:

This position is 100% onsite in Smyrna, GA.
