Duties
Help
Conducts procurement of products and services in accordance with established Senate procurement regulations and procedures.
Provides guidance to SAA staff in the preparation, process, rules and regulations, contract selection, and award of procurements; expedites purchases as needed. Addresses or escalates problems related to the procurement process when necessary and conducts debriefs following the selection process.
Prepares and issues Requests for Proposals (RFP), Requests for Quotations (RFQ), Requests for Information (RFI), and Sources Sought Notices (SSN). Analyzes and evaluates price proposals and assists in the development of Independent Government Cost Estimates, competitive range decisions, source selection decision memoranda, limited competition justifications, and other supporting documentation.
Supports market research by identifying and contacting potential vendors to request or clarify product information and pricing, or by researching new or existing products.
Administers contracts by ensuring compliance with the terms and conditions of contracts and Senate Procurement Regulations, including resolving problems concerning the obligations of the parties and contract termination. Reviews contracts and develops, issues, and negotiates modifications to exercise options or make changes to other procurement requirements.
Seeks information and guidance from the Senior Procurement and Contract Specialist, Manager of Acquisitions, or Chief Acquisition Officer on procurement issues. Effectively and diplomatically communicates orally and in writing with executives, managers, employees, and external customers.

Qualifications
Required Work Experience
  • Three to five years of public purchasing experience.
Required Special Skills/ Knowledge
  • Knowledge of, or ability to learn, departmental rules, regulations, procedures, and functions, including policies and regulations set by the Senate Rules Committee and the Senate Committee on Ethics.
  • Knowledge of modern practices used in procuring information technology equipment and software.
  • Knowledge of effective government purchasing principles and practices.
  • Ability to work closely with customers and work as part of a team in a fast-paced environment.
  • Ability to operate a personal computer with proficiency in word processing, spreadsheet, and database software.
  • Ability to understand and follow oral and written instructions.
  • Ability to work effectively with all levels of management and staff.
  • Ability to interact effectively with staff members representing all levels of the organization, as well as with outside vendors.
  • Ability to communicate, multitask, and collaborate effectively. Attention to detail is required.
  • Desired to meet the FAC-C requirements at the time of application. Personnel not certified may still apply and be selected but are desired to achieve certification within 24 months of appointment.
  • A valid Defense Acquisition Workforce Improvement Act (DAWIA) certification is equivalent to a FAC-C, provided the FAC-C education and continuous learning requirements have been met.
  • As part of our hiring process, we may conduct a skills assessment to better understand an applicant's proficiency in key areas relevant to the role.
Desired Qualifications
  • Knowledge of and experience as a user with Oracle's E-procurement system.
Working Conditions
  • To meet the needs of the U.S. Senate, the individuals in this position may be required to be on call or report on-site on a rotational basis within 24 hours.
  • Work is performed in an office environment requiring sustained use of computers and office equipment.

Education
Bachelor's degree in business administration or a related field.
