Job description

GENERAL PURPOSE
This is the lead and/or specialist level in the series. The classification is responsible for planning and implementing recruitment strategies, as well as tracking and reporting on relevant statistics and data to keep all parties informed. To ensure the success of these efforts, this position also develops interview procedures, connects qualified applicants to respective Program team members, and collaborates with departments to provide an engaging and informative onboarding experience.
ESSENTIAL DUTIES AND RESPONSIBILITIES - (ILLUSTRATIVE ONLY)

  • Developing and maintaining a strategic hiring campaign
  • Communicating recruiting processes and procedures to hiring managers
  • Ensuring efficiency in time to hire is maintained, while maintaining a high level of accuracy within applicant tracking system.
  • Initiating job postings and managing job postings in various media outlets including corporate website, vendor websites and internal communications.
  • Sourcing passive candidates through online resume databases, recruiting software and social media, and any other resources as approved.
  • Developing strong awareness and understanding of the business and functional areas of responsibility to target and hire the best talent.
  • Documenting and tracking statistics and data pertinent to each job requisition in the HRIS recruiting module and/or other tracking systems. Creating recruiting reports as assigned.
  • Coordinating and facilitating job/hiring fairs and employment open houses.
  • Creating and maintaining systems for tracking, reporting and managing the recruiting function.
  • Creating pre-screen, interview questions and reference check questions with input from the programs and the Department of People Operations.
  • Screening resumes, conducting initial interviews, and forwarding qualified applicants to the hiring managers within the program.
  • Coordinating all on-boarding documentation and procedures with new hires.
  • Conducting orientations and partnering with other members of the Department of People Operations and Sr. Leadership to develop and improve on-boarding and new hire orientations.
  • Leads and participates in special projects and studies as assigned; conducts research and prepares and presents findings and recommendations.
  • Drives on agency business using personal vehicle; may be required to transport clients, equipment, protected health information (PHI), and/or confidential personnel or TPCP agency information.
  • Takes active role in helping to achieving Recruiting Team and individual goals. Knowledge Of:
  • Theory, principles, practices of human resources administration;
  • TPCP procedures, rules and regulations and related documents governing DPO;
  • TPCP DPO policies and procedures and labor code provision;
  • TPCP organization, operations, policies and mission;
  • Research methods and data analysis techniques;
  • Principles and practices of sound business communication;
  • Standard business software, including word processing and spreadsheet programs; and,
  • Principles and practices of effective management and supervision.

MINIMUM QUALIFICATIONS AND CERTIFICATIONS & LICENSES Education, Training and Experience: A typical way of obtaining the required knowledge, skills and abilities outlined above is through graduation from an accredited college or university with a bachelor's degree in public or business administration, human resources, industrial relations, psychology or another related field; and at least (3) three years of experience with high volume recruiting performing increasing complex recruiting duties. At least one year of the required professional experience must have included journey level experience in the area of assignment. Prior experience recruiting for positions within the mental health field, particularly those requiring licensure is strongly preferred. Experience in a non-profit, public and/or governmental agency is highly desirable.
Licenses; Certificates; Special Requirements:
• California driver's license & current vehicle insurance/registration if driving; and,
• Reliable means of transportation capable of passing vehicle safety inspection if more than five years old excluding all modes of two-wheeled transport inclusive of bicycles, mopeds and motorcycles.
Schedule: On-Site Monday to Friday 8:00 to 4:30 pm
Compensation: $68,640 to $72,800
