Plexos Group LLC is seeking a qualified CDBG-DR Specialist to support the Community Development Block Grant – Disaster Recovery (CDBG-DR) program. This role involves developing Program Guides, policies, standard operating procedures, and ensuring compliance with regulations for inspection and construction activities for the CDBG-DR funded New Mexico Home Recovery Program. The New Mexico Home Recovery Program is designed to provide eligible applicants with repair, rehabilitation, and/or reconstruction/new construction services to support recovery from the 2024 federally declared disasters.

Location: Ruidoso, NM and Roswell, NM (Local or willing to deploy up to 50% of the time)

Responsibilities:

· Develop and execute Program Guides, policies, procedures that are in alignment with the CDBG-DR Action Plan.

· Implement policies and procedures for program compliance.

· Ensure compliance with HUD, federal, state, and local regulations.

· Monitor inspection, construction, and environmental review requirements.

· Prepare reports and financial documentation.

· Develop and maintain project pipeline tracking

· Maintain risk assessment and monitoring strategies.

· Prepare quarterly performance reports and financial tracking.

· Assist with reporting, audits, and other deliverables.

· Represent the program in meetings and public engagements.

· Ensure compliance with HUD and State requirements.

· Oversee monitoring functions and reporting.

·         Oversee staff and vendors

Skills:

Expert understanding of residential construction processes and requirements

Excellent project delivery and organizational skills.

· Analytical ability to assess risks and ensure compliance.

· Ability to travel as needed.

· Strong interpersonal and communication skills.

· Ability to meet deadlines and work independently.

· Proficiency with Microsoft Office Suite.

Qualifications:

· Senior Specialist: 4-7 years of experience in residential construction management, engineering, design and planning, business management, or related field.

· Strong knowledge of HUD CDBG-DR regulations and grant management.

· Proficiency in Microsoft Office Suite and project management software.

Preferred:

· Bachelor’s degree in construction management, engineering, design and planning, business management, or related field..

· Experience with HUD, or other federal residential housing programs.

· Experience developing policies for large-scale grant programs.

Experience managing construction contractors
