Position Summary

This position shall remain open until filled.
The Chief Financial Officer (CFO) of the Health and Human Services (HHS) department is a pivotal role that ensures the financial health and financial compliance including GAAP, GASB and grant requirements. This senior management position requires strategic financial planning, risk management, supervision of administrative staff and effective oversight of financial operations. The CFO reports to the HHS Administrator and plays a critical role in securing funding, financial compliance, grant reporting, contracting, policy development and staff supervision, contributing to the overall mission of HHS.
Qualifications
Knowledge, Skills, and Abilities
The individual in this role is expected to possess and exhibit the following knowledge, skills, and abilities.
Knowledge
  • Extensive knowledge of departmental operations including policies, procedures, and practices.
  • Extensive knowledge of the principles of financial management to communicate and provide direction to accounting and non-accounting staff and coordinate all aspects involved with fiscal requirements of the department.
  • Considerable knowledge of health care related financial and budgetary practices to develop annual budget, analyze financial data and patterns, and prepare financial statements.
  • Considerable knowledge of computer systems, spreadsheet and financial system programs and applications.
  • Considerable knowledge of medical billing and collections for financial sustainability.
  • Knowledge of accounting principle including GAAP, GASB and grant requirements.
  • Knowledge of clinic's strategic business objectives and employee performance objectives.
  • Knowledge of governmental and health care fiscal regulations and reporting requirements.

Skills
  • Skill in exercising a high degree of initiative, judgment, discretion and decision making to achieve objectives.
  • Skill in evaluating operations as they relate to financial policies, goals and objectives, costs and rate levels.
  • Skill in establishing and maintaining effective working relationships with patients, medical staff and the public.
  • Skill in identifying and resolving accounting and financial problems.

Required Qualifications (Minimum qualifications for this role)
Education
  • Bachelor's degree in Finance, Accounting, Business Administration, or a related field.
Experience
  • Five (5) years of finance or accounting experience preferably in healthcare (fiscal services, grants, contracts, billing and collections, bookkeeping, accounting, reporting) may be substituted and/or combined with education to meet this requirement.

Certifications or Licenses
  • Must possess a valid Oregon driver's license and maintain an acceptable driving record.

  • CPA

Essential Duties
Duties assigned to this classification include, but are not limited to, the following examples.
  • Assesses department programs and services for optimum financial operations, compliance with grant provisions, and compliance with county, state, and federal guidelines, rules, laws and regulations.
  • Ensure compliance with healthcare regulations, HRSA guidelines, and County policies to minimize legal and financial risks.
  • Pursues financial activities, in conjunction with the HHS Administrator, including but not limited to, developing the department budget, providing education and training related to rules and regulations affecting Federally Qualified Health Center's and public health financial compliance, monitoring and providing oversight for fiscal related compliance issues, and reviewing funding available to non-profit organizations and any related department budget proposals and applications.

  • Develops and implements financial policies and procedures for grants, provider contracting, and healthcare billing and ensures regularly compliance.
  • Maintain financial accounting, recordkeeping, reporting, policies and procedures in accordance with established County rules. Coordinates department budget processes with the HHS Administrator.
  • Analyzes, prepares and presents monthly financial statements to management and the Health Council. Provides department and Health Council training and technical assistance as needed, and presents information at meetings as requested.
  • Conducts financial analysis and forecasts revenue and expenditure for the department and divisions of the department. Present information to Management, Health Council, and Board of Commissioners as requested.
  • Responsible for corresponding federal and state tax authorities and government regulators. Oversee all clinic billing/collections and identifies trends and issues and develops corrective action recommendations.
  • Interprets and enforces third-party payer rules and regulations, including Medicare requirements.
  • Ensures cost reporting/billing is performed.
  • Interacts with the Information Services department on computer operations related to billing and financial activities.
  • Maintains strictest of confidentiality.
  • Participates in professional development activities and maintains professional affiliations.

  • Participate in the recruitment of new employees, including interviewing and making hiring recommendations/decisions and compensation recommendations.

The level of oversight and guidance the supervisor will provide this position.
Works independently within a broad framework, managing a complex area of responsibility. The supervisor provides direction on overall goals, and performance is
