Job description

Summary
The purpose of this position is to provide support for the Veteran Transportation Program (VTP) and reports directly to the Mobility Manager. This position is a Supervisory Transportation Assistant for the Southeast Louisiana Veterans Health Care System (SLVHCS) and will be the general Supervisor of the Veterans Transportation Service (VTS), Motor Vehicle Operators and Transportation Assistants.

Duties
Help
  • Provides daily supervision, guidance, overall planning, direction and support for the subordinate staff.
  • Develop educational programs such as rider training materials, travel trainer program and community forums.
  • Monitor, and coordinate use of the organization's established transportation systems or modes.
  • Designs and manages day today operations as to ensure unplanned, urgent, and emergent patient care situations are handled appropriately by both staff and community resources.
  • Analyze, develop, plan, and advise on passenger movement policies and programs.
  • Research needs and demands for users, identify transportation alternatives, review regulatory processes, facilitate communications between agencies, and develop incentives to encourage agency participation as needed.
  • Provide training for staff on a variety of transportation management and patient Systems.
  • Manage timekeeping procedures, both manual and electronic and utilize pay regulations for employees.
  • Survey and evaluate transportation program operations to access compliance with applicable regulations, policies, procedures, and sound management practices for operations, drivers, and vehicle compliance.
  • Establishes guidelines and performance expectations for staff, which are clearly articulated and measurable through the formal employee performance management system.
  • Provides direct on-the-job training for employees, broaden employee training, and provide backup skills by cross training.
  • Participate in Mandator and Regional Transportation Coordination Councils for developing new ways to remove barriers for transportation.
  • Comprehensively discuss their concerns or requests and, if requests have been disallowed, must be able to explain reasons for denial so they will understand.
  • Exercise's skill and judgment in overcoming resistance to recommendations due to issues, such as organizational conflict, competing objectives, or resource problems.
  • Exercise a high degree of coordinating ability, tact, poise, and diplomacy in communicating with the public, both within and outside the medical center.

Work Schedule: Monday - Friday, 8:00 am - 4:30 pm, subject to change based on the needs of the facility.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/17/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-08 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
  • Experience providing daily oversight to support in customer service and processing operation.
  • Experience researching, reviewing, and processing documents, may include legal documents, billing information, medical records, or administrative records for completeness and accuracy.
  • Experience utilizing electronic systems to gather, review, input, update, access, organize, process, and maintain information for use in litigation and/or to accomplish time or case management functions.
  • Experience in providing research-based customer service in a healthcare environment

You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. There may be some walking; standing; bending; and carrying of light items such as papers, books, or small parts. May be susceptible to eyestrain from working long hours on the computer. will be exposed to stressful working situations that will require a mature approach and collective reasoning to overcome. Subject to a great deal of stress because of the high volume of work, the need for accuracy, frequency of interruptions and ever-changing demands due to program changes
