PacArctic, LLC, a Koniag Government Services company, is looking for a highly qualified, experienced and self-motivated individual to perform the duties of an Engineer – 1st Class in Washington, DC. This position is for a future business opportunity.

The "Engineer - 1st Class" is a highly skilled, licensed professional responsible for the operation, maintenance, and repair of complex mechanical systems such as boilers, HVAC/Mechanical units, and electrical equipment within a large federal facility, requiring extensive knowledge of safety regulations and the ability to troubleshoot and perform maintenance and repairs on a variety of mechanical equipment, with a high level of autonomy and oversight over junior engineers; "Engineer - 1st Class" considered the most senior level of stationary engineer within the facility. Responsible for ensuring all work is completed to the highest standard in accordance to industry, state, and federal regulations. Works is inspected for acceptability and compliance with scope and code. This position requires union membership.

Essential Functions, Responsibilities & Duties may include, but are not limited to:

• Perform as leads for all shifts and as first responder to equipment emergencies, performing and managing maintenance, operating complex building systems, and ensuring safety compliance.
• Responsible for 24-hour monitoring and operation of HVAC, boilers, chillers, and utility plant equipment
• Acts as a first responder to stationary equipment failures and implements safety procedures.
• Perform, and/or oversee maintenance staff and vendors performing, repairs on complex mechanical and electrical systems.
• Ensure operations meet safety, environmental, and building codes.
• Directs the work of junior technicians or maintenance staff for all shifts. 
• Other duties as required by the Program Manager and/or contract requirements.

Demonstrated experience working with: 

• Operating and maintaining all classes, pressures, and temperatures of steam and water boilers and steam-driven machinery.
• Operating and maintaining critical mechanical systems (working knowledge).
• Comprehensive background in large-scale air conditioning, ventilation, and refrigeration systems, including troubleshooting and energy optimization.
• Practical experience performing maintenance checks and repairs on mechanical, electrical, and plumbing (MEP) systems.
• Managing routine maintenance projects, coordinating with outside contractors, and overseeing in-house labor.
• Emergency back-up power systems (Generators, ATS and UPS).
• Fire detections and prevention systems.
• Ensuring all operations comply with OSHA, federal life safety codes, and environmental regulations.
• Working knowledge of BAS (Boland Tracer and Lon systems) and EPMS systems.
• Experience using computerized maintenance management system (Maximo).

Requirements

• Requires a bachelor's degree in Mechanical Engineering from an accredited university or college
• Previous experience working in a 600,000+ sf facility
• 1st Class Engineer License MD or DC
• ASME Boiler and Pressure Vessel Code Certification
• Stationary Engineer certification
• Boiler Operators License for Low Pressure Boilers
• Class 1 Power Engineer
• 7 to 10+ years of experience in HVAC, utility plant operations, and stationary engineering (Federal facilities preferred)
• Ability to direct and coordinate activities for other workers involved in system maintenance.
• Demonstrated skill and comfort in proactively building relationships.
• Innovative thinker, with a track record for translating and executing strategic plans
• Strong written and verbal communication skills
• Ability to effectively interface with all levels of management and maintenance personnel
• Active Secret or Top Secret Clearance (TS preferred) or the ability to obtain a Secret or Top Secret Clearance
