Digital and AI Vice Presidency 

Digital technologies offer a unique opportunity to transform development through digital solutions. The Digital and AI Vice Presidency and its global and regional teams will support client countries in building the foundational and cross-cutting elements of digital transformation through: 

Building digital infrastructure and data platforms (including AI, cloud computing and digital public infrastructure); 

Protecting institutions, businesses, and citizens through cybersecurity and data protection & privacy;

The Digital and AI West and Central Africa Unit (DAWDU) is looking for a Digital Specialist under an Extended Term Consultant (ETC) contract to be based at the World Bank Group Headquarters in Washington, D.C. The ETC will report to the DAWDU Practice Manager and will provide cross-cutting technical, analytical, and operational support to the regional program from Headquarters, working closely with Task Team Leaders, Country Management Units, and country-based colleagues across the West and Central Africa (AFW) region. French is essential for this position, given the predominance of Francophone client countries in the region. The role will focus on the implementation of the WBG Digital and AI strategy in AFW, including digital public infrastructure, digitalization of services, digital skills and jobs, artificial intelligence adoption and governance, and the preparation of National Digital and AI Compacts in AFW countries, combining operational delivery with knowledge generation and learning agendas.

Duties and Responsibilities:

The Digital Specialist (ETC) will be responsible for:

Contributing to the preparation, implementation, and supervision of WBG-financed digital transformation projects across the West and Central Africa region (including IPF/ MPA operations such as RAPID-CI, WARDIP, PANT, and WURI and others), providing high-quality technical and operational inputs from Headquarters and coordinating closely with country-based teams and clients. 

Advising clients on strategies, best practices and design of programs to develop the foundations of their digital economies.

Supporting foundational identification, civil registration and vital statistics (CRVS) modernization, and regional interoperability under programs such as WURI, including the drafting of Project Papers, ISRs, borrower and CMU communications, and the design and coordination of regional learning agendas and communities of practice in close collaboration with ECOWAS and regional partners. 

Designing and supporting digital skills and jobs programs, including curriculum and stakeholder mapping across sectoral clusters, public-private partnership models, targeting and impact-evaluation design, and partnerships with international and local training providers. 

Organizing regional knowledge and convening activities, including high-level events, side-events, and peer-learning exchanges, including logistics, invitation management, French/English materials, and coordination with regional partners.

Supporting the preparation and development of National Digital and AI Compacts and related strategic and analytical products, including drafting, synthesis of technical inputs, alignment with regional and global commitments (e.g., the Cotonou Declaration and the WBG Digital and AI Strategy), and preparation of decision notes, aide-memoires, and briefing materials. 

Providing technical expertise and advice on a range of key activities including broadband infrastructure development, digital government and services, digital public infrastructure (DPI), digital identity, digital skills and innovation, cyber resilience, data governance, and artificial intelligence, as well as addressing WBG corporate priorities (e.g., climate change, gender, jobs). 

Supporting the management and implementation of Trust Fund (TF) grants related to digital and AI development in the AFW region, including coordination of activities, monitoring of deliverables, budget tracking, and ensuring alignment with WBG operational and fiduciary requirements.

Identifying funding opportunities and independently drafting high-quality Trust Fund proposals, including on AI governance, flagship AI pilots, and public-sector AI adoption and skills, in alignment with the National Digital and AI Compacts and country operational pipelines.

Contributing to the drafting and finalization of analytical documents, implementation supervision documents (e.g., ISRs, Implementation Status Reports), Terms of Reference, procurement and technical evaluation inputs, and other ad-hoc operation-related documents in close interaction with World Bank teams and Project Implementation Units. 

Coordinating with global teams (Digital Public Infrastructure & Services, Policy & Regulation, Data & AI, and the Knowledge Bank), IFC, and MIGA, as well as with regional and Country Office teams, to mobilize cross-cutting solutions and use cases across key sectors including agriculture, health, education, social protection, energy, financial services, transport, climate change, and disaster management. 

Developing innovative and practical approaches to solving difficult policy and operational issues for selected high-priority digital and AI transformation activities. 

Contributing to policy dialogue with senior officials of client countries, regional institutions, private sector/industry, and development partner agencies. 

Representing the Digital and AI Unit and the Bank at digital transformation and AI-related fora and events, and serving as liaison in the above areas with key external partners.
