Job description

EPMA is recruiting for a Construction Manager – Rail Infrastructure to support a growing Rail Division delivering capital rail construction projects throughout South Texas. This is a hands-on field leadership role for someone who understands what it takes to build and maintain rail infrastructure—not just manage schedules from an office.

This position requires working onsite Monday through Friday in Victoria, TX, with occasional work in Hockley, TX. Candidates should already reside in South Texas or be within a reasonable daily commuting distance.

Title: Construction Manager – Rail Infrastructure

Location: Victoria, TX - Onsite (occasional work in Hockley, TX)

Duration: Long Term Contract

W2 Only. No C2C / No Visa Sponsorship

Key Responsibilities

  • Lead the field execution of rail infrastructure and track construction projects from mobilization through project closeout.
  • Manage day-to-day construction activities, ensuring projects are completed safely, on schedule, and within budget.
  • Coordinate subcontractors, vendors, inspectors, engineers, and internal project teams.
  • Oversee rail construction activities including track installation, civil site work, grading, drainage, crossings, and related infrastructure.
  • Monitor project schedules, budgets, procurement, change orders, and construction progress.
  • Conduct regular site inspections to ensure quality workmanship and compliance with contract documents.
  • Enforce OSHA, FRA, and company safety standards while promoting a strong safety culture.
  • Identify project risks and proactively resolve field issues to minimize delays.
  • Prepare project reports and provide regular updates to senior leadership and project stakeholders.
  • Support project commissioning, turnover, punch list completion, and closeout documentation.

Required Qualifications

  • 5+ years of construction management experience delivering rail, heavy civil, or transportation infrastructure projects.
  • Proven experience managing rail track construction or rail maintenance projects.
  • Strong understanding of field construction operations and contractor management.
  • Experience managing project budgets, schedules, forecasting, and change orders.
  • Knowledge of rail construction methods, civil installation, and infrastructure development.
  • Working knowledge of OSHA safety regulations; FRA experience is highly preferred.
  • Strong leadership, communication, and problem-solving skills.
  • Ability to work effectively in active construction and rail operating environments.
